Concerning the Law of Demonstrations
"A Law to Regulate Demonstrations not to Ban It"
At the time that the passage of the draft bill of
regulating demonstration by the Kurdistan Parliament
on November 3rd, 2010 resulted in widespread
condemnation, signing the bill into law by the
President of Kurdistan Region led to even greater
anger. Our demonstration is a reflection of those
condemnations and anger and it is based on the
belief that the law is disenfranchising the people
of Kurdistan from their right of demonstration and
strike and entitles the executive branch of the
government all the power to prevent demonstrations.
At the time that the Law of Regulating demonstration
is not qualified to be implemented as a law, it also
provides impetus for social turmoil and is in
conflict with the Iraqi Constitution and the
International covenants, particularly The
International Covenant on Civil and Political
Rights, which Iraq ratified.
Signing the Regulating Demonstration Bill into law
carries with it a significant danger in ignoring the
public opinion in Kurdistan , the role of civil
society and all those social and political groups
and movements that use demonstrations as a political
participatory tool.
Our demonstration comes as an outcry against the
disrespectful attitude of the power in Kurdistan
towards its own constituency and people. It is also
a reaction against the violation of the rights and
the freedoms of the people of Kurdistan by the
authorities through the passage of laws that
restrict the freedom of speech, association and
demonstration.
