SULAIMANIYAH, Kurdistan region 'Iraq', —
In a letter to the four parties of the List for
Reforms and Services, Iraqi president Jalal Talabani
has called on them to vote for current Kurdistan
president Massoud Barzani in return of certain
demands to be met by Talabani's Patriotic Union of
Kurdistan (PUK) and Barzani's Kurdistan Democratic
Party (KDP). The four parties met with Barzani
yesterday, and they explained their demands but did
not establish any agreements.
In a statement to Hawlati, an observer explained
that “KDP and PUK are worried of the supporters of
the four parties to vote for Kamal Mirawdeli. The
same source said that when Barzani and Talabani met,
the former wrote a letter to the four parties and
called on them not to support any candidates but
Barzani. “He will later call on them to vote for
Barzani specially,” the source elaborated.
A political scholar who spoke on the condition of
anonymity said: “The rapprochement with the four
parties, in addition to increasing the chances of
Barzani to win, has two political goals. The first
is to blockade the four parties from the Change List
[led by Nawshirwan Mustafa] and weaken the chances
of creating an alliance to form a government after
elections. The second one is the potential of the
same for parties to slate separately in Iraq’s
elections, which could lead to a reduction in KDP
and PUK’s seats and decreases their chances for
obtaining a sovereign post.”

Dr. Kemal Mirawdeli, the candidate for KRG
President, announced that he plans to reduce the
authorities of the Kurdistan Regional Government (KRG) president if he is elected in
July 22, 2009. He also called on Barzani to transfer
power if he loses. In his first press conference, as
part of the election campaign, Dr. Mirawdeli said,
“when I assume the post, I will work to reduce its
authorities, and I will form a committee to ensure
that no one has higher authority than the parliament
to ensure that the presidential system doesn’t hit
the road to dictatorship.”
He added that he is “against what’s being said about
PUK and KDP, pressing for the ratification of the
[Kurdistan] constitution.” Dr. Mirawdeli also said
that all the administrative matters and oil
contracts must be transparent. What is available now
in all aspects,www.ekurd.net
he said, is not transparent, and
there is corruption. At the end of the press
conference, Dr. Kamal Mirawdeli said that “I hope
that Massoud Barzani will transfer the post to me
democratically because he [Barzani] himself said
that everyone must respect the results of the
elections. If he doesn’t, then [he] will enter a
dictatorial circle.”
The Independent High Electoral Commission (IHEC) has set July 25
as the date for parliamentary elections in the
Kurdistan region. The elections will coincide with
the presidential polls.
On Monday June 22, the parliamentary elections
campaign in Kurdistan region was started. There are

parliament,www.ekurd.net
