Hewa Party cannot participate in Kurdistan region elections: Al-Haidari  8.6.2009

ERBIL-Hewler, Kurdistan region 'Iraq', — Faraj al-Haidari, head of the Independent High Electoral Commission (IHEC) of Iraq held a press conference in Erbil City on Sunday June 7th, 2009 in the presence of Mr. Hindarin Qadir, head of the commission’s office in Erbil and Mr. Qasim Ridha, representative of the supervisor of Kurdistan region elections.

In the conference, al-Haidari presented a brief on the commission’s preparations for the fourth round of parliamentary elections in Kurdistan region.

Regarding the news of dismissing or transferring the head of the electoral commission in Kurdistan region Mr. Ali Qadir, al-Haidari emphasized a special committee was formed to organize the commission’s work and that Mr. Ali Qadir had gone to Baghdad as a member of this committee.

Regarding the demonstrations of Hewa party in front of the commission’s headquarters in Erbil, al-Haidari said “Hewa Party cannot participate in Kurdistan region elections, because there are documents emphasized that this party is an affiliate to the PKK, which led to refuse its request to stand for the elections. The party may appeal the commission’s decision in the Supreme Court. The Supreme Court’s decision is a final decision.”

The PKK is considered a 'terrorist' organization by Ankara, U.S., the PKK continues to be on the blacklist list in EU despite court ruling which overturned a decision to place the Kurdish rebel group PKK and its political wing on the European Union's terror list.

Turkey refuses to recognize its Kurdish population as a distinct minority. It has allowed some cultural rights such as limited broadcasts in the Kurdish language and private Kurdish language courses with the prodding of the European Union,

Then, the lists of the political blocs’ nominees for supervising the ballot boxes were presented.

Also the al-Amal list dominated by the al-Hal party barred from polls for alleged PKK rebel links.

The commission mentioned that the number of voters who visited the registration centers in Kurdistan region provinces (Sulaimaniyah, Erbil and Duhok) was 234.570 citizens, including 4.960 citizens who were added to the voters’ records, 260 citizens were deleted because of their death and 86.760 citizens who changed their names.

The number of political blocs’ supervisors was 1.288. 

Kurdistan's 2.5 million eligible voters will elect a parliament and a president next month, six months after provincial polls were held in most of the rest of Iraq, the first vote in the country since 2005.

Six candidates have registered to contest the presidency, including incumbent Massoud Barzani, while around 40 political entities have registered to contest the 111 seats in the assembly.

The vote will also mark the first time the president of Kurdistan will be elected by popular vote. In 2005, Barzani was elected by the local parliament.
