Sulaimaniyah… Starting Reconciliation Program of Iraq’s Northern Provinces
 
Under the patronage of the United States of America, the program of Reconciliation and peaceful coexistence of Iraq’s northern Provinces started Wednesday in the hall of Civil Development Organization in Sulaimaniyah City. The Program’s media coordinator Mrs. Zainab Khdaysh stated to PUKmedia:” this humanitarian program which is attended by the representatives of (Kirkuk, Mosel, Saladin and Dyala), includes many projects .It lasts for 15 days. Many issues as the religion tolerance, democracy and human rights and other crucial issues will be discussed. More than 25 of Non Governmental Organizations (NGOs) will participate in the program, Khdaysh added.


Chamchamal District People Request to Join Kirkuk Province

In a memo sent to Kirkuk Province, Chamchamal’s people requested to bring back their district into the administrational borders of Kirkuk Province and compensate them according to Article 140 of the Iraqi constitution. The memo said “Chamchamal District was integrated in Kirkuk Province, but it was cut from it due to the former Baathists regime similar to other districts and sub-districts. Now, all these areas were included with the compensation except Chamchamal District.” Chamchamal District people requested in their memo to raise their voice to the Iraqi government to make their district be part of Kirkuk Province again and compensate them according to Article 140.

Kurdistan Parliamentary Faction and Kurdish Officials hold meeting in Baghdad

During the meeting between Kurdistan Parliamentary Faction and Kurdish Officials in Baghdad, Dr. Barham Salih emphasized the necessity of consolidating the relations and collaboration between Kurdistan Parliamentary Faction and the Kurdish Officials in the federal government on one hand and the KRG on the other hand. They also discussed the recent situation in Iraq and Kurdistan Region and the steps of implementing Article 140 of the Constitution and the latest security and military developments in Basra and other parts of Iraq. Salih stressed the necessity of accelerating the maintenance process of the damaged bridges and areas due to the Turkish Artillery Strikes in the border areas in Kurdistan Region. On the other hand, they evaluated the activities of the KRG Representation in Baghdad and discussed the obstacles which hinder its work. They also emphasized the necessity of more coordination between the officials in Kurdistan Region and those who are in Baghdad in order to solve the unresolved issues.

Two Convicts Sentenced to Death in Erbil

On Tuesday the two convicts, who confessed involving in the terrorist explosion outside a Kurdistan Democratic Party (KDP) office in Erbil on May 4th, 2005 and several other crimes, were sentenced to death. Their death penalties were carried out by hanging in a prison known as Muhata Prison in Erbil. The explosion, which the two criminals planned, killed 48 people and injured 70 others. The KRG Human Rights Minister, Shwan Muhammad, said that in principle they are against death penalty in the Kurdistan region as it is against the human rights principles. As the minister said, they have been trying with the Kurdistan Regional Parliament and its Human Rights Committee to abolish the death penalty, but the parliament has up to now been against abolishing it in the region. He further said that one of other human rights principles is implementing the law, and the parliament approved the death penalty though.

KRG Aids Vulnerable Children in Shangal

The KRG Ministry for Labour and Social Affairs continues to offer a monthly payment to the children within the Shangal district, Mosel province.
“Due to the bad security situations and those terrorist attacks hit Shangal, many children left unsupervised there, so the Kurdistan regional government decided to monthly pay 30 thousand ID to each child in Shangal district as of last October,” the deputy director of the ministry for labour and social affairs, Mushir Rashid told PUKmedia. Today the delegation from the ministry distributed payments of last November, December, January, and February over 254 children there, and it is expected to pay them for March and April as well soon. The ministry is also expected to open a social center in Shangal district to address social problems there.

Bids to Implement Article 140 Continue

The Sargaran sub district follow-up office for implementing article 140 announced that they completed and sent 4250 compensation forms to the Kirkuk Audit Commission. “we have completed and sent all compensation forms of the Sargaran refugees to the Kirkuk Governorate, while only six of them were approved to get compensation cheque due to some problems within our sub district,” the head of the office, Luqman Hessian told PUKmedia. As luqman said, the Head of Article 140 Commission in Kirkuk promised them to approve large numbers of those forms to get compensation cheques in the coming days.

Al-Mufti Calls to Define Anfal Crimes and Chemical Attack as Genocide

The Speaker of Kurdistan Parliament Adnan al-Mufti, received Mrs. Chnar Saad Abdullah the Minister of Martyrs and Victims of Anfal. Dr. Kamal Kirkuki also attended the meeting. They talked about the efforts of The Ministry of Martyrs and Victims of Anfal to define Anfal Crimes and the use of chemical weapon as Genocide. Al-Mufti asked Mrs. Chnar to coordinate with the legal committee in Kurdistan Parliament to draft a law defining these crimes as Genocide in order to discuss and pass it. On the other hand, they exchanged views to issue a law in the Iraqi Parliament to compensate the families of the Anfal and Chemical Attack Victims. Concerning this Mrs. Chnar said:” The Ministry of Martyrs and Victims of Anfal formed a special committee to gather information and make statistics on damages which took place due to the use of chemical weapons”, She also pointed out to her participation in the Conference define the Anfal crimes and the Use of Chemical weapon as Genocide.
