Draft law presented to Kurdistan parliament to outlaw female circumcision  26.11.2008

Erbil-Hewler, Kurdistan region "Iraq", —  Female lawmaker in Kurdistan’s parliament on Tuesday said that she, along with a group of lawmakers, presented a draft law to criminalize female circumcision within the parliamentary efforts to face violence against women.

“The Kurdish parliament is studying the phenomenon of violence against women,
www.ekurd.net so we prepared two bills in this respect; the first regarding banning and criminalizing female circumcision, while the second is about the violence against women in general,” Hala Suheel told VOI.

She expected to debate the two draft laws during the new legislative term as of the next year.

Last year, Parliament announced a campaign to face the violence against women in Kurdistan region on the occasion of the international day for the elimination of violence against women.

A week dedicated to combating violence against women started on November 19, civil society and women organizations taken part in the event, The campaign is part of the Kurdistan Regional Government’s (KRG) policy to achieve gender equality and build a harmonious, modern society in which the rights of all individuals are respected.

On November November 22, Kurdistan parliament announced of preparing to outlaw female circumcision, according to a woman MP and doctor who has long battled to halt the widespread practice.

UNICEF, the UN children's fund, regards "female genital mutilation" as "one of the most persistent, pervasive and silently endured human rights violations."

Kurdistan health minister Zarian Abdel Rahman said that in the region "60 percent of girls aged four to fourteen undergo circumcision,
www.ekurd.net despite warnings by ministers against this grievous practice committed in the name of religion and hygiene."
