Iraqi Kurdistan Govt and Russia UN
representative discuss Moscow's support for federalism
and economy

Geneva, Switzerland, -- Dindar Zebari, the
Kurdistan Regional Government's coordinator to UN
organisations in the Kurdistan Region in Iraq, this
week discussed Kurdistan's stability and economic
growth with Valery V. Loshchinin, Permanent
Representative of the Russian Federation to the UN
Office and other international organisations in
Geneva.
Dr Zebari requested Russian support for more UN
involvement in the political and reconstruction
efforts in Iraq, as well as Russian support for the
federal system enshrined in the constitution adopted
in 2005.
Dr Zebari, who is in Geneva for meetings with UN
officers and diplomats including the five permanent
members' missions, and Mr Loshchinin discussed the
significant role that the Kurdistan Region plays in
Iraq's political process, as well as Kurdistan's
economic development and relative security compared
with other parts of the country. |

They also discussed Iraq's constitutional review
process, the issue of disputed territories such as
Kirkuk, and the Iraq Compact recently agreed at
Sharm Al-Sheikh.
Dr. Dindar Zebari the KRG chief coordinator for UN
affairs is concluding a week long trip to Geneva,
promoting Kurdistan “the other Iraq” to the various
UN agencies, international organizations and
permanent missions based in Geneva.
During the numerous meetings (with organizations
such as UNHCR, ILO, ICRC, UNEP, UNOHR, IOM, WHO, ITU,
WFP, and Human Rights Watch. As well as the missions
of Russia, USA, UK, France, Germany, Iran, Japan,
and the Arab League) Dr. Zebari emphasized that the
KRG is committed to the integrity of Iraq; however
the KRG is at a different level of reconstruction
and assistance to the rest of Iraq. There are
specific issues that have to be highlighted, such as
the need for the international community and
agencies to support the KRG in assisting the
thousands of IDP’s that have migrated to the area.
Along with addressing the demand for skilled
capacity building, transparency, and improved public
services by the KRG to help sustain the growth being
felt in the region.
Dr. Zebari recommended that due to the relative
stability and good security in the Kurdish areas,
there could be more of an international presence
felt, following the example of the UN which under
the UNAMI mandate has one of it main compounds in
Erbil-Hewler. This way the international agencies
would be able to control their operations within
Iraqi borders rather than from regional and
neighboring cities.
Many of the agencies concluded that they would like
to expand their presence in the northern areas.
Several agencies promised to respond Dr. Zebari’s
request of improving communications, adding that
they will be sending more qualified and specialized
personnel to the area, and intend to review current
humanitarian and assistance programs to further
include the specific requirements and needs of the
Kurdistan Region
