Kurdish legislator criticizes Iraq's
central government

Baghdad, -- The central government's "ill
performance" was the main reason behind several
ministries' failure to benefit from the 2007 state
budget, an Iraqi legislator said on Tuesday.
"Many members of parliament believe that the
government's performance during 2007 was weak and
not up to the required level. The state ministries
did not make good use of the budget as a result,"
Dr. Ali Blo, the chairman of the Iraqi parliament's
oil & gas committee, said.
"Several ministries, including the ministry of
higher education & scientific research, for
instance, benefited by only 10
percent of its budget as of September 2007,www.ekurd.net
while more than 10
ministries received only 15 percent of their budgets
for this
year," Blo, who is from the Kurdistan Coalition (KC)
bloc, said.
The KC, led by Dr. Fouad Maasoum, is the second
largest bloc in Iraq's parliament with 55 out of a
total 275 seats. "Could anyone imagine that the oil
ministry, which represents Iraq's vital artery,
received less than 60 percent from its
appropriations for 2007?" wondered Blo.
He said the irrigation & water resources ministry,
however, achieved maximum benefit of the funds
allocated to it.
