Al-Askari: Article 140 Must Be Implemented
In an interview with al-Hurra satellite channel, Mr.
Sámi al-Askari, member of Iraqi Unified Coalition
Bloc stressed on the implementation of article 140
in Iraqi Constitution. He said that “The
constitution is determined by the people of Iraq and
it is not temporary, and article 140 is part of it
so it must be implemented. Article 142 does not
suspend the constitution but make it more flexible.
Article 140 is part of the current constitution.
Although there are difficulties on practical ground,
we work on implementing it. This article is not just
for Kirkuk city but it comprises all disputed
provinces belonging to several other governorates. I
deem that there is no possibility to make amendment
in it. It may not be implemented practically within
the scheduled period of time, the end of this year
which almost ended. Kurdish side shows flexibility
on the matter of duration. We are with the Kurds
that this article 140 is one of the articles in
Iraqi constitution which must be bound to unless
amended by Iraqi people.”
Croatia to Open Diplomatic Representation Office
in Kurdistan Region Soon
Mr. Omar Fattah, KRG deputy PM discussed today with
the Croatian ambassador in Iraq the joint ties
between both sides and ways to promote them in all
aspects in the near future.
They both disused the opening of Croatian diplomatic
representation office in Kurdistan region, wherein
Croatia expressed its intention to open a consul in
Kurdistan region and to develop economy, and
commercial ties between Croatia and Kurdistan
region.
The Croatian ambassador announced the readiness of
Croatian companies to participate in reconstruction
of Iraq, indicating that a delegation from the
Croatian companies will visit Kurdistan region soon.
Egyptian Government Affirms its Support to the
Political Process in Iraq
In a press conference, the Egyptian Foreign Minister
Ahmed Abu al-Ghait announced the rejection of his
country for the American Congress decision that has
been issued recently to divide Iraq, and he stressed
the full support of Egypt to the political process
in Iraq.
”We refused the American Congress decision, and in
Egypt’s statement in the U.N. we requested to
reserve the unity of the Iraqi lands, and I believe
that the Iraqi command itself refuses this
decision”, he added.
KRG Representation in Regional States and Europe
Falah Mustafa, in charge of the Cabinet external
relations office said: The KRG policy is openness to
the world’s nations. In near future the KRG’s
representation will be opened in the regional and
European countries to enhance ties between KRG and
those countries.
Ambassadors and envoys of the world’s nations visits
to Kurdistan Region is an important sign.
The European countries wish to carry out investment
projects in Iraq via Kurdistan Region. That’s the
aim of their visits: to see the realities of Iraq
closely.
Swiss Parliament is Trying to Promote Joint
Relations between Kurdistan Region and Switzerlan
Swiss MP and head of Swiss –Kurdish Friendship
Association, Carols Moroga , announced that they are
trying to promote joint relations between Kurdistan
region and Swiss on September 19th in the Swiss
parliament .
Regarding that, head of committee of culture and
foreign relations in Kurdistan region parliament,
Arez Abdullah, told PUKmedia that the pro-Kurdish
Swiss MP, Carols Moroga told them that they are
negotiating with Swiss government in order to
cooperate with KRG in purging Kurdistan region from
chemical weapons and war leftovers.
The association also intends to hold a conference on
the federalism of Iraq in future, he added.
A delegation from Swiss Parliament headed by MP
Carols Moroga visited Kurdistan region in last April
,and closely saw conditions of families of chemical
attacks and Anfal victims in Hallabja, Garmiyan, and
Balysan, since then they are working for the
legitimate Kurdish issue.
Kurdish Genocide is of Great Importance in United
Nations High Commissioner for Refugees (UNHCR)
On Sept. 28, a Kurdish delegation headed by KRG
Minister of Human Rights, Dr. Shwan Muhammad met
with Armenian ambassador to discuss the bill
submitted by Armenia to UN Human Rights Council. The
bill was to prevent Genocide and was accepted by UN
Human Rights Council. Armenian ambassador spelled
out that they have full knowledge on Anfal Case.
“The difference between Anfal and Armenian Case is
that Iraqi Genocide Supreme Court determined on
Anfal and more decisive to be internationalized.”
Armenian ambassador said. The Kurdish delegation
previously held talks with Mrs. Luis Arbur, United
Nations High Commissioner for Refugees (UNHCR) in
Geneva. They talked on Anfal operation, it was of
great importance for them, and they promised to work
on it.
KRG Appreciates the Decision of the US Congress
Kurdistan region Council of Ministers, headed by PM,
Nechirvan Barzani and in attendance of deputy PM,
Omar Fattah, held a normal meeting yesterday
evening. Council of Ministers welcomed the decision
of US Congress about supporting the federalism of
Iraq, which is not contrary to the Iraqi permanent
constitution.
Council of Ministers also discussed several draft
laws, after adding their notes and suggestions
accepted them in order to be sent to the Kurdistan
region parliament for ratification.
The draft laws include:
* The draft law of road systems and dealing with the
problem of roads.
* Attaching Darbandikhan district which belongs to
Garmiyan administration to Sulaimani city and
formation of a committee
to deal with the administrative and financial
problems of the district.
* Draft law of organizing right of using lands in
Kurdistan region.
Council of Ministers expressed its consent on the
system of designating salaries of Martyrs families’.
It also discussed
works, activities and projects of the KRG ministries
and stressed the need for changing health ministry’s
system of working.
KRG is not Informed about Iraqi and Turkey
Agreement
Recently Media channels’ reported on the memorandum
which was signed between Iraq and Turkey to
eliminate PKK activities on Iraqi and Turkey
borders.
On this issue, KRG spokesman said “KRG has not been
informed of that agreement.”
Bahroz Galali, PUK representative in Ankara, told
Kurdistani Nwe: “As far as it is known, article 3, 4
of that agreement is about reimplementation of the
former agreement signed in 1989 between Iraq and
Turkey. According to which cross- border operation
by Turkish army, without any prior note to Iraqi
Government, is allowed. Of course, this is
dangerous.” “According to the International Security
Council Resolution, any country that faces
aggression in any form has the right to defend
itself,” he added. “The full text of the Agreement
has not formally reached us. When that happened, KRG
will express its view point about the subject.” Dr.
Fuad Hussein, Kurdistan Presidency Divan Speaker
said.
