Report by Hastyar Qadir. Translated by Dr Kamal Mirawdeli from Rozhnama

Iranian Kurdish source

October 7, 2007

Sulaimaniyah, Kurdistan region 'Iraq', -- Report by Hastyar Qadir, "An Iranian source tells Rozhnama: Mr Farhadi was a member of Quds army and most members of the [Iranian delegation] are members of the Iranian intelligence agency Ittilaa’t]

A special and informed source belonging to an Iranian opposition group told Rozhnama: member of the Iranian commerce delegation from Kirmashan city Mr Mahmudi Farhadi, who was arrested by the American forces in Sulaimaniyah few weeks ago, was a member of the Quds army and most of the members of the commercial delegate belong to the Iranian intelligence agency Ittilaat. Kurdistan parliament and regional government have asked Iran to take the role and power of Kurdistan region into consideration in dealing with this issue.

A special source from an Iranian opposition group that declined to have its name revealed said to Awena: Mahmudi Farhadi has been a commander [of Quds army] and was in charge of the military garrison as the border of Zafar in Kirmashan and Sarpuil-zahaw. The source added: Since [the present Iranian president] Mahmudi Ahmadinajad came to power, he has filled most of the state ministries and institutions with Ittilaa’t elements. Many of those delegates who are sent to Iraq in the name of commercial links or Iranian Red Crescent are do in fact belong to the Ittilaa’t ministry [in Tehran]. The source asserted that the previous group who were arrested by the Americans in Baghdad and Arbil were also part of the Iranian Ittiliaa’t agency.

At the same time the spokesperson of Kurdistan regional government Jamal Abdullah stated that they have expressed their concern over the arrest of the member of the Iranian delegate Mahmud Farhadi and the Kurdistan regional government has sent a letter to the US ambassador in Iraq as well as the presidential bureau asking for immediate action for the release of the Iranian official. He said: this person was a member of a commercial delegation and came [to Sulaimaniyah] with the knowledge of the regional government.

The spokesperson of KRG added: the arrest of the Iranian official will inevitably have impact on the relationship of Iran with Iraq and neighbouring countries. But these countries must show regard to the authority of Kurdistan government in dealing with this affair. He added: The US considers itself the side with prior and ultimate responsibility in protecting the security of Iraq and the arrest of this Iranian commercial delegate happened without the knowledge of Kurdistan regional government.

America acts on its own discretion and special information in arresting such persons.

On the other hand member of Kurdistan parliament and co-ordinator of the committee of culture and public relations Mr Arez Abdullah asked both Iran and the US to take the conditions of Kurdistan region into consideration. He asked Iran to realise that the US considers itself the first authority in Iraq and Kurdistan region especially in relation to the security issues and that the arrest of the Iranian delegate happened without the knowledge of Kurdistan government. He asked the US not to take such actions without informing the KRG in advance so that the KRH would be able to sort out its problems with the relevant states and avoid escalation of problems.

Answering to a question whether this incident will affect the relations between Kurdistan and Iran and other countries in the region, he said: If we do not look for excuses, this incident will have no impact on our relations with Iran and any other country.
