Peshmerga Not Part of Security Plan (Al-Mada)
President Jalal Talabani said that the Peshmerga
would not take part in the new security plan for
Iraq. In a press conference attended by the American
ambassador Zalmai Khalilzad in Sulaimaniyah,
Talabani said the new plan would be carried out
solely by the Iraqi army. Talabani maintained that
national reconciliation was a top priority.

Federal Council for Oil and Gas (Al-Ittihad)
Oil Minister Husein al-Shahrestani has outlined
plans to establish a supreme authority for dealing
with oil and gas in the country. Oil ministry
spokesman Asim Jihad said the new federal council
would be chaired by Prime Minister Noori al-Maliki
or his deputy Barham Salih, and would include
members from the ministries of oil and finance and
the central bank of Iraq along with representatives
of regional governments. The issue of oil is the
biggest source of disagreement between the central
government and that of the Kurdistan region.

Terrorist Suspects Arrested (Al-Taakhi)
The defense ministry has said 11 suspected
terrorists have been arrested in the Haifa street
area, seven of them Syrians. In a raid on the area,
eight hostages were freed.

Talabani Speaks to Bush (Kursistani Nwe)
President Jalal Talabani spoke on the telephone to
George Bush on January 10 about the American
strategy for Iraq. Bush underlined Washington's
continued willingness to offer military and economic
support to the country, in order to promote
stability and national reconciliation.

Sistani Hits Out at Militias (Al-Sabah)
Grand Ayatollah Ali al-Sistani has said that
militias should not be able to carry weapons,
insisting this right was reserved for government
forces. National security counsellor Mowaffaq al-Rubaii
added that Sistani believes the law of the land
should be applied equally to all Iraqis, regardless
of their ethnic background. Al-Rubaii went on to say
that the government intended to crackdown on
neighbourhoods where terrorists are active.
