UNITED NATIONS,
January 7, -- Secretary-General Ban Ki-moon
"strongly" urged the Iraqi Government to grant a
stay of execution to Saddam Hussein's two
co-defendants his half-brother Barzan Ibrahim
Al-Hassan and Awad Hamad Al-Bandar, whose death
sentences may be carried out in the near future, his
press office said in a statement.
Ban's Chef de Cabinet Vijay Nambiar wrote a letter
to the Iraqi envoy to the UN, Hamid Al-Bayati, on
Saturday, reiterating Ban's endorsement of the call
made on January 3rd by the UN High Commissioner for
Human Rights Louise Arbour for restraint by the
Iraqi Government in the execution of death sentences
imposed by the Iraqi High Tribunal in late December.
Nambiar's letter also referred to the
Secretary-General's view that all members of the
international community should pay due regard to all
aspects of international humanitarian and human
rights laws. |

Ban raised a lot of questions last week following
Saddam Hussein's execution when he said that it is
for each and every member state to decide on the
death penalty.
His spokesperson defended him last week saying Ban
is "of course aware of the ongoing debate concerning
a total ban of the death penalty.
Until the matter is resolved, he respects the right
of member states to have their own positions on it."
Arbour appealed directly to Iraqi President Jalal
Talabani last week to "refrain" from carrying out
the death sentences imposed on AL-Hassan and
Al-Bandar.
Arbour acted out of concern about the "fairness and
impartiality" of that court, a UN statement said at
that time.
