Assembly members unsure of constitution referendum
date (The

There is much speculation as to when the referendum
on the constitution should take place. One opinion,
according to committee member Khalil Ebrahim, is
that the referendum takes place before the full
implementation of Article 140 of the Iraqi
constitution, which sets a framework for de-Arabization.
Others state that the referendum should wait until
after the de-Arabization process is completed, and
in the meantime, the constitution put to a vote in
the Kurdish Assembly.
Assembly members debated the draft constitution and
submitted amendments to the text. Ibrahim, who is
also a senior member of the Kurdistan Islamic Union,
states that his party will aim to change aspects of
the constitution, which describe Islam as only one
of the sources of legislation in the region.
Pakhshan Zangana, chairperson of the assembly's
women's rights committee, said that although the
constitution was not perfect, it did respect the
rights of women.

Fuel Distribution Starts in Kurdistan

The process of distributing fuel to households in
Iraqi Kurdistan families started on September 24.
A government official involved in the process said
it began in the town of Tasluja in Sulaimaniyah
province, where every family was given 200 litres of
kerosene costing about 15 US dollars. He said the
distribution was being conducted according to food
ration centres.
Each family must show a copy of their food ration
coupons plus an entitlement ticket issued by the
fuel distribution authorities through the food
agents.

Beheaded Corpses Found in Beiji
(Azzaman)
Police patrols found a number of beheaded bodies,
including some of policemen, in the town of Beiji,
northwest of Tikrit, on September 24. There are
conflicting reports about the number of bodies and
their location. Some sources said there were nine,
but Azzaman’s correspondent in Salahadin province
said there were ten of them.
Police said an armed group driving an Opel car threw
ten heads out in the Fulkat Beji neighbourhood in
the centre of town, and that four of the bodies
belonged to contractors, translators and drivers
working for the United States military.

Prime Minister Issues Unity Call at Start of Holy
Month (Asharq
al-Awsat)
To mark the beginning of Ramadhan, Iraqi prime
minister Nuri al-Maliki issued a statement saying,
"We must all derive benefit from this great month,
the month of God, so as to strengthen the bonds of
fraternity and abjure disunity and anything that
might affect the strong social structure of the
Iraqi people." Maliki warned that Iraq risked
becoming "a field where different forces settle
political scores", but insisted his government would
continue to "confront terrorist organisations".
