Recep Guvelioglu [1] admitted and revealed bad practises of the Turkish state institutions towards Kurdish regions. He revealed in his article that criminals are sent to Kurdish regions. “Another example is the tradition or bad habits of the administration.

Let's say that a police officer is caught in a bribing scandal in Bolu. Do you know what happens to him? Probably he would be sent in exile to Hakkari.

Can no one imagine what such an officer could end up doing in Hakkari? That exile system exists, whether it's written in the law or not. As a result of a discriminatory classification of civil servants including judges and the unwritten exile system, the state is creating enemies for itself.

These aren't just two reasons behind the human resources of PKK terrorists. There are many that we can count. As long as this rotten order and its policies are in use, we will not be able to solve any social problem".

He admits the policies are rotten and discriminatory. Another example he gave was the unfair justice system. “According to our judicial system, the nomination and appointment of judges is based on a geographical system. In this system, Turkey has three zones of provinces; first class, second class and third class.

A newly appointed judge starts with a third class province and if he is, in a defined period, successful, he can be promoted to a second class province. As a result of this outdated, stupid system, all the poor provinces like Tunceli never see an experienced judge in its courthouses.” And off course Tunceli (Dersim) is Kurdish.

So in other words he admitted that Kurdish provinces are rated third class by the Turkish judicial system!
