villages surrounding Erbil have no electricity
supply. Where villages do have electricity it is
because of the efforts of the villagers, not the
government."

Electricity Distribution stated: "The power supplied
to Erbil comes from two main sources, either from
Dubiz and Qaraqush or Dukan and Darbandikhan. Even
so, it is insufficient to meet the needs of Erbil
city."

KRG reveals financial discrepancy
The cost of food, fuel and electricity in the Iraqi
governments Kurdistan budget, should be considered
as an addition to the 17% of the total budget for
Kurdistan.
Local media disclosed this week that as of August
23, the Kurdistan Regional Government (KRG) had only
received approximately half (8.4% or $2,850,000,000)
of the funds earmarked from the Iraqi budget (17% or
$6,000,000,000) for the Kurdistan region. This
financial discrepancy therefore leaves a deficit
balance of $3,150,000,000 for further allocation.
According to a highly reputable source in the
Kurdistan Region's Ministry of Finance, this new
disclosure has raised a level of ?concern and
tension between the KRG and the ministry of finance
in the central government?.
The source further contends that the main reason for
the fiscal discrepancy is that the Iraqi government
has misconstrued the budget formula. The cost of
food, fuel and electricity in the Iraqi governments
Kurdistan budget, should be considered as an
addition to the 17% of the total budget for
Kurdistan.
It is however currently being subtracted from the
budget thereby creating the inequity. The source
further relates that another financial discrepancy
exists whereas an additional $3,500,000,000 has been
deducted for oil projects that are, as of this date
yet to be paid for.
A meeting between both Kurdish main parties was held
to determine the root cause of the problem. The
resultant outcome centered on a course of action to
have the KRG impress upon Baghdad that food
purchases and other requirements should be a
decentralized function without interference from the
central government.
