Nechirvan's speech on Kurdistan Region
re-establishes supreme court

Prime Minister Nechirvan Barzani has announced the
re-establishment of the Kurdistan Region’s Supreme
Court.
The Kurdistan Region was previously run by two
separate administrations, one for Suleimaniah
governorate, and one for Erbil and Dohuk
governorates. The administrations unified under one
cabinet in May this year. As part of this
unification process, the two highest courts in the
Region have now been re-established as one single
Supreme Court.
In his speech
announcing the re-establishment of the Supreme
Court, Prime Minister Barzani made the following
points.

This is another accomplishment of the unification
process.
The decision was approved by the President of the
Kurdistan Region.
This process will be implemented in the near future.
According to the Iraqi constitution, the Kurdistan
Region has freedom of choice in identifying its own
rule of law.
The Supreme Court is the highest judicial authority
in the Region.
Trust between the people and the authorities is very
important to us.
As their most basic democratic right, the people
should be involved in the process of rebuilding
their Region.
We the government reiterate our commitment to the
supremacy of law and ask the new Supreme Court to
work in a manner that guarantees the rule of law
according to international standards, and respects
the independence of the three authorities.
We are making good progress towards
institutionalization and will soon announce the
Kurdistan Region’s Constitution.
Adherence to the principles of respect for the rule
of law and independence of the judiciary will help
to build a strong civil society, in which all
individuals are equal before the law.
We all have to recognize that this court does not
belong to any particular political party.
This court should rule above all political powers;
only in such free circumstances can we encourage
foreign investors to come to our Region and ensure
the protection of their rights.
As we emphasized in the government’s new policy
program, the fifth cabinet supports reform of both
the education system and the legal system.
To have a free judicial authority, we also need a
free and progressive education system.
