Asia Cell to Work in Erbil and Duhuk:

Asia Cell will expand its coverage to Erbil and
Duhuk under an agreement between the (Kurdistan)
ministry of transportation and communication and the
company. The deal was signed on July 23 by Haidar
Shekh Ali, minister of transportation and
communication, and Faruq Mala Mustafa, head of Asia
Cell. Asia Cell will begin its coverage in the
regions beginning August 18. Ali said, "All mobile
companies that work in Kurdistan should be combined
and from now on citizens in Kurdistan will only need
one mobile phone." Asia Cell is the biggest
telecommunication company in Kurdistan and Iraq,
with around 2.5 million subscribers.

Arabs Flood to Erbil and Sulaimaniyah

Due to threats to their lives and lack of stability,
many Arab families in southern and central Iraq have
come to cities in the Kurdistan region. Colonel
Herish Khalid, chief of the residency directorate in
Hawler (Erbil,) told Kurdistani Nwe, "So far around
1,500 families and 2,000 individuals, from central
Iraq and the city of Mosul have come to Hawler." In
addition, 282 families have entered Sulaimaniyah
(from throughout Iraq) and more than 4,000 labourers
also work in the city.

New Security Plan for Baghdad

The Iraqi government and the coalition forces
adopted a new joint security plan to control Baghdad
and protect the public. Informed sources said the
main step in the plan is to disarm all militias
regardless of their affiliations and parties. The
defence and interior ministries will also be
restructured to avoid sectarian and party
influences. The plan also involves ending random
house raids and arrests without judicial warrants.
The plan will also depend on accurate intelligence
information and include the involvement of the
national intelligence apparatus. This plan will be
followed by other important steps such as contacting
armed groups through the national reconciliation
initiative. The US forces in Iraq will redeploy
their units and strengthen their presence in
Baghdad.

Interior Ministry Official: Iraqi Army
Responsible for (Security) Problems

An interior ministry official held the Iraqi army
responsible for security problems in Baghdad
neighbourhoods where the army took over security
from US forces. The interior ministry official, who
requested anonymity, answered the question about
whether the defence ministry will take over security
in some neighbourhoods in Baghdad by saying:
"Honestly, all of the troubles and hardships come
from the army, especially the recent events that
happened in neighbourhoods under the control of the
army. This matter has become clear, particularly
with the problems in Shua'la and Ghazaliya
neighbourhoods. There is a dangerous deterioration
of security. All of this happens with the army's
presence." Interior ministry officials, in
statements to Asharq al-Awsat, also denied reports
that Sunnis are fleeing Baghdad's outer
neighbourhoods and suburbs.
