Deputy PM granted prime ministerial authority in
many areas
According to a decision by Prime Minister Nechirvan
Barzani on 18 July, Deputy Prime Minister Omer
Fattah will have full prime ministerial authority on
all matters, except those concerning oil contracts
and land distribution.
Retirement law to be enforced from the age of 63
The Council of Ministers has put into force a
retirement law, meaning all those aged 63 and over
will retire. Those affected will receive their
current salary until a new law is passed, according
to a decision by Deputy Prime Minister Omer Fattah
on 17 July 2006.

Mohammad Qaradaghi appointed as Council of
Ministers’ Secretary
Mohammad Abdulrahman Qaradaghi was appointed as
Secretary of the Council of Ministers, with
ministerial rank, by Prime Minister Nechirvan
Barzani on 10 July 2006.
Sa’ad Khaled Hamad Amin becomes Co-ordinator
between Council of Ministers and Kurdistan National
Assembly
Minister for the Region Sa’ad Khaled Hamad Amin has
been appointed by Prime Minister Nechirvan Barzani
as Co-ordinator between the KRG Council of Ministers
and the Kurdistan National Assembly (the
parliament).
Ministries and departments put draft laws before
parliament
A review board has put before the Kurdistan National
Assembly draft laws drawn up by 16 KRG Ministries
and two Government Departments. The laws were
drafted by the ministries for Martyrs and Victims of
Anfal, Housing and Reconstruction, Agriculture,
Planning, Water Resources, Education, Tourism,
Culture, Trade, Extra-Regional Affairs, Industry,
Communication, Transport, Electricity, Environment,
Justice, and by the High Council of Advisers and the
Judicial Authority for the Kurdistan Region.
