The end of corrupt party system is the only solution! 2.5.2006
By Dr Kamal Mirawdeli

Kurdistan-Iraq, May 1, 2006

Head of Patriotic Union of Kurdistan’s politburo Mr Kosrat Rasul has suggested in an interview with Hawkari mass resignations of all senior officials of Patriotic Union of Kurdistan to pave the way for a younger and more able and competent generation of leaders. He suggests that only Mr Jalal Talabani should remain as leader of the party.

First I must say that I believe in the sincerity of what Mr Rasul says and I salute him for this. When I visited Kurdistan (Sulaymaniyah) last year I met a number of PUK officials including Mr Kosrat Rasul. With him, I used the sharpest language in my criticism of PUK leadership. I found Mr Rasul a very tolerant, respectable, caring and understanding person. He suggested I wrote down my criticisms but unfortunately I found out that no written criticism or suggestion could deal with a hopeless situation. My only suggestion for many cadres of PUK was that the older generation, mountain fighters, from both PUK and KDP must all retire. This should include ALL members of the political bureaus of the two parties.

I suggested that they should do this with grace and dignity before they would be forced to do so with a burden of shame to struggle with for the rest of their lives or maybe even worse. I suggested that all what the party officials have taken illegitimately from people (government): land, houses, money, etc they must voluntarily give it back. Then PUK and KDP should agree to ask Kurdistan parliament to issue a law to honour these officials for their struggle in the mountains. They should be given medals representing Kurdish people’s respect and appreciation for them.

They should be given not only one house but two or three and very generous retirement salary. But this should be done by Parlaiment as a legitoimate collective consensus of Kurdish people.I also wish that we would have a second chamber like British House of Lords so that these older fighters and politicians and other Kurdish figures with various political, economic, management and community experience could become members of that second chamber so that they would continue to apply their experience and ability for the service of our people in a legitimate and democratic way.

I met other people from PUK. None of them even bothered to take out a piece of paper or a notebook to write down my observations, criticisms and suggestions. The main quality of a leader is ability to listen and respond, and to enter into a dialogue with others. I found none with this ability. Further qualities of leadership such as vision, planning, integrity, accountability, team work and developing others, sincerity and giving priority to people’s needs and interests and above all conscience and caring about people especially families of anfal, Halabja, martyrs and new generation: all these were not only missing but were also alien and threatening to them.

I believe that the corrupt party system in Kurdistan is responsible for the state of moral collapse of Kurdish society and the total loss of its new generation. Unfortunately we cannot exclude the top of this collapse. Its the “ top down” approach and marginalising people in general which is the main cause of the stagnation and retardation afflicting Kurdish society. As a Kurdish proverb rightly puts it “the water is dirty from its source.” Another proverb gives further explanation: majors spill the water, minors put their feet in it.”

We hated the Ba’ath party. It was criminal and murderous. But Kurdsih Ba’athism is more hateful and more murderous. Arab Ba’athism could only destroy land and body: but Ba’athified Kurdish parties destroy nation and soul. And this Ba’athism comes down from the top: Otherwise who is responsible for trampling upon equal opportunities even for the sons of Anafl victims and making it a compulsory condition even for employment as a cleaner to have a party ‘tazkia’, political vetting? Whoever has made this decision, whoever implements it, whoever supports it, are absolutely immoral. And our people can no longer afford to be governed and led by immoral people. They should go before they destroy the soul of our nation.
