Minister Addresses Police Graduates - Calls For More Support For The
Kurdistan Region's Law Enforcement Efforts

Erbil, Kurdistan Iraq – Prime Minister Nechirvan Barzani
addressed the February 1st Martyrs graduating class of the Police
College. In his speech, he called for greater support to the
Kurdistan Region’s law enforcement efforts. He stated, “We believe
that from now on our public service institutions in the Kurdistan
Region should be no less considered and supported than those in
other parts of the country”. |

The Prime Minister took issue with the lack of equitable funding for
the Kurdistan Region from Baghdad and Coalition partners. “Support
and assistance from the federal government in Baghdad and others
among our Coalition allies have been limited.
We have not been equitably included in the Iraqi programs so far,”
said Prime Minister Barzani. He added, “Our institutions should be
included in programs to rebuild, upgrade, and modernize law
enforcement systems countrywide.”
The Prime Minister made special note that this class is honoring the
February 1st Martyrs who “lost their lives in a cowardly depraved
terrorist incident two years ago.” He went on to add “These
incidents, of course, did not defeat us; such terrible and tragic
happenings never will.”
He thanked all those who have fought in the Kurdistan Region’s
decades-long struggle for freedom. “History has taught us well that
freedom comes not without price; that freedom is indeed not free.
Our people have paid the price dearly and our Police College
graduates and all of us should conduct ourselves in a manner to
prevent our struggle and sacrifice from being wasted; it should not
be in vain,” stated the Prime Minister.
Prime Minister Barzani stressed the value of citizens’ rights saying
that today’s police “must believe in freedom, human rights, and the
rule of law.”
In attendance were members of the Multi-National Forces, including
U.S. Generals Martin Dempsey and Joseph Peterson, and General
Babaker Zebari, Chief of Staff and Commanding General of the Iraqi
Armed Forces. “We fought with pride side by side with the Coalition
forces to bring about liberation and freedom.
We are thankful for the courageous decision of President George
Bush, and the courageous decisions of all the Coalition to liberate
the peoples of Iraq from Saddam Hussein and his murderous
dictatorship.”
