Reunification Delayed
(Hawlati)
The Patriotic Union of Kurdistan has delayed
submitting names of candidates to hold ministerial
posts in the reunified Kurdish government because
the central government in Baghdad has yet to be
formed. (Kurdish prime minister) Nechervan Barzani
expected to receive the candidates' names by April
14, but the deadline has been extended until the end
of this month. Kurdistan Democratic Party politburo
chief Fazil Mirani said, "Connecting the formation
of the regional government to the central government
does not help the situation in Iraqi Kurdistan."

Talabani's Efforts to End the Crisis
(Al-Sabah)
President Jalal Talabani has increased his meetings
with political leaders to end the crisis over
forming the new government and to ensure that the
political process will not be blocked. While (United
Iraqi Alliance member) Sami al-Askari announced that
alliance insisted on keeping current prime minister
Ibrahim al-Ja'fari for the premiership, (Kurdistan
Alliance member) Mahmood Osman noted that there were
signs that some of the other political blocs had
changed their positions (opposing Ja'fari.) He also
noted that the president was holding intensive
negotiations with the different slates to search for
a common ground and asked them to be flexible to end
the problem. Osman said because of the flexibility
shown in the negotiations, parliament may hold a
session on Thursday or early next week.

New Electricity Cuts for Some Areas
(Al-Sabah al-Jadeed)
The electricity ministry has decided that some areas
and shops that had received full electricity will be
included in scheduled electricity cuts. A ministry
source said the ministry made the decision in order
to increase electricity for people who suffer long
blackouts. The ministry earlier had excluded some
areas and shops from the scheduled cuts.

Ja'fari Holds the Premiership (Nomination)
(Asharq Al-Awsat)
Abdul Razzak al-Hashimi, spokesman for outgoing
prime minister Ibrahim al-Ja'fari, affirmed that he
is the only United Iraqi Alliance nominee for the
premiership (in the new government.) He said no
party (within the bloc) has officially asked Ja'fari
to step aside and that Ja'fari was nominated in line
with the alliance's bylaws. Adnan Ali, a member of (Ja'fari's)
Da'wa party and adviser to the prime minister, said
no other candidates had been nominated for the post
because the alliance has not asked him to step
aside. (Several political blocs oppose Ja'fari's
nomination, which has stalled formation of the new
government.)
(London-based Asharq
al-Awsat, a pro-Saudi independent paper, is issued
daily.)
Ramadi is Completely Paralyzed
(Al-Mada)
Since last week, Ramadi province has witnessed
clashes between unidentified gunmen and American
forces that have caused many casualties. US forces
announced that they were targeted by mortars,
rockets, heavy rifle fire and car bombs. They added
that the Marines fought with the gunmen in a major
battle but did not give any further details about
casualties on both sides. An American officer said
the gunmen regularly targeted provincial
headquarters. Residents of Ramadi described the
situation there as "difficult" and said the fighting
made it impossible to move about.
