held in custody for four days

Sulaimaniyah security forces arrested on April 13
dozens of Democratic Solution Party of Kurdistan
members who had planned to protest violence against
Kurds in Turkey in downtown Sulaimaniyah. Fayak
Gulpi, the head of the party, and a two-year-old
girl, Lala Azad, were among those arrested. Azad was
with her mother, who had gathered with other party
members for the protest. The girl and her mother
were released after four days. Gulpi, who was also
freed, said 42 members of his party were arrested
but only six had been released. "I only ask: 'What
sympathy and understanding do the security forces
have if they hold a two-year-old girl for four
days?'" he said. The head of Sulaimaniyah security,
Sarkawt Hassan, told Awene that a judge ordered the
arrests of Gulpi and the others because they didn't
have permission to demonstrate.

Zebari Expects Government Intact by End of the
Month
(Al-Adala)
Foreign minister Hoshiar Zebari said he expects the
government will be formed by the end of April. He
said he understands that the public has grown
impatient with the delay in forming the government.
He maintained that leaders of the political blocs
are still disagreeing about who will lead the next
government (as prime minister) and who should hold
the presidency. (Current Iraqi prime minister
Ibrahim al-Ja'fari was renominated to hold the post,
but many parties oppose his nomination.)

Halabja Reconstruction Conference Delayed

A conference on reconstructing and developing
Halabja has been delayed. Official sources did not
want to comment on the decision. Sirwan Osman, a
conference organizer, said the conference had been
quickly put together and that they needed more time
and funding to prepare. He said the government has
not provided any financial support for the
conference (which was announced following
anti-government riots over poor services in the
Kurdish town.) The conference is expected to focus
on practical steps to reconstruct Halabja. In past
years only empty promises were made.

Kurdistan University To Open
(Xebat)
The board of Kurdistan university announced that the
new university will open in September (in the Iraqi
Kurdistan capital of Erbil.) University president
Ali Abbas Wali said the university was formed by the
Kurdish government and will provide free education
to students. The curriculum will be entirely in
English. The university has ties to British
universities and students can later transfer to
British universities.

Oil Ministry Denies Gas Canisters Explosive
(Al-Mashriq)
The oil ministry denied that it has produced some
gas canisters containing explosive materials and
said that all factories connected to the ministry
produce canisters in line with (safety) standards.
Oil products director-general Mohammed al-Aboodi
affirmed that dangerous canisters were not produced
by the oil ministry and that people should be
cautious about buying oddly-shaped canisters.
