The first session of the trial of current and prior
editors-in-chief of Hawlati started on April 3 on
charges brought by Omar Fatah, prime minister of
Kurdistan regional government's Sulaimaniyah
administration. But due to the absence of the prime
minister, the trial was postponed. The case relates
to the headline of the October 12, 2005 edition of
Hawlati, which read: "Prime minister fired two
Kurdtel staff members for cutting his home telephone
line." The prime minister deems the ministry of
communications and transportation responsible for
the firings.

Mahmood Osman: Visit Adversely Affects the
Political Process

Prominent Kurdistan Alliance leader Mahmood Osman
criticized the visit of US secretary of state
Condoleeza Rice and UK foreign secretary Jack Straw
to Iraq, saying they should not be involved in
selecting (Iraqi leadership) posts because it hurts
the political process. He criticized the British
foreign minister for saying that (the British
government) has the right to interfere in Iraq's
issues because it paid for Iraq with both blood and
money.
Osman maintained that Iraqis lost thousands of
innocent spirits (civilians) because of the
foreigners' misguided policies. Osman also said the
political blocs had stopped negotiating (to form a
permanent cabinet) because they had not agreed on
how to solve the impasse over the premiership. (The
United Iraqi Alliance, the leading bloc in
parliament, is debating whether to keep the current
nominee, Iraqi prime minister Ibrahim al-Ja'afari.)

Kurdistan Region Budget: 2.826 Billion Dollars

The Iraqi government has announced the Kurdistan
region budget for 2006, which constitutes 17 per
cent of Iraq's income. (Kurdistan's) Erbil
administration will receive 54 per cent, or 2.826
billion dollars, and Sulaimaniyah's administration
will receive 46 per cent, or 1.3 billion dollars, of
the 2.826 billion dollars. A source in the ministry
of finance's Sulaimaniyah administration said the
amount is 485 million dollars short (of the
Kurdistan regional government expected.) The source
said, "If (the central government) doesn't give us
that sum, we will file a suit in the federal court."

Saddam Hussein and Chemical Ali Will be Tried for
Anfal
(Kurdistani Nwe)
Iraqi president Jalal Talabani announced in a press
conference (on April 4) that Saddam Hussein and (his
former deputy) Ali Hasan Majeed will face trials in
the criminal court for conducting the Anfal
campaign. Talabani said that while the word Anfal is
found in the Holy Quran, it has come to be
synonymous with the annihilation of the Kurdish
people. (During the 1988 Anfal campaign) 182,000
people, including innocent women, men, children,
young men and elderly who were never tried for any
crimes were buried alive. Talabani said only three
people survived the campaign.
