President Barzani's Speech: New unified government must establish strong institutions

Erbil, Kurdistan-Iraq 26 March, (KRG). Speech by H.E. Massoud Barzani, President of the Kurdistan Region, when he asked Prime Minister Nechirvan Barzani and his new Deputy Omar Fattah to form a new unified government.

"In the Name of God, the Merciful and the Compassionate,

Mr Nechirvan Barzani and Mr Omer Fattah, 

Now that the Kurdistan National Assembly - which represents all the people of the Kurdistan Region – has approved your appointments and has asked you to form a unified government, I also ask you to form a unified government, which is the wish of all the people of Kurdistan and of Kurdistan's friends.

First, I congratulate you and wish you success in your important task. Be assured that I will give you my full support in achieving your mission and performing your duty, which is to serve the people and the country.

I wish to draw your attention to the following important points.

I hope that you will make wise and prudent choices in selecting your ministers, who should have the qualities and abilities necessary to carry out their work.

I ask you to do your utmost to ensure Kurdistan's security and ensure that it becomes a stronger Region day by day. This is a matter of pride for all us.

In serving the people, I hope you will establish the proper legal and constitutional institutions in the Kurdistan Region. You must strive to provide services to all of the Region's cities and villages, especially those that have not yet been joined to the Kurdistan Region such as Kirkuk, Khaneqin, Shengal, Makhmur and other areas. I hope that you will consider creating a proper mechanism for cooperating with the federal government in Baghdad.

I ask you to give your full support to the proud families of those who gave their lives as well as to our heroic Peshmerga forces. Above and beyond political party interests, this government should promote the people's national rights. This government is representative of the people, being a unified government with members from both major political parties, the KDP and PUK, which have made great sacrifices to bring us to where we are today. But henceforth we must embark on a new type of struggle, because our duty now is to establish strong institutions.

I ask you to place considerable importance on the welfare of the Peshmerga. I want to thank for their continuous struggle the two main parties and all the other parties in the Kurdistan coalition, and just as they were ready to make sacrifices for our cause, I ask both main parties to take the lead in the establishment of institutions, in the same selfless spirit.

And I ask all the other parties to support this government. I ask all the Peshmerga and members of all the coalition parties to regard themselves as soldiers under this government's command, acting at the service of the people and the country.

Once again, I congratulate you and I wish you success."
