Kurdish Parliament to
Name Prime Minster

The Kurdistan parliament is due to hold a session on
February 22 to name the prime minister of the
unified Kurdish government and his deputy. Adnan
Mufti, speaker of the Kurdistan National Assembly
called on all MPs to attend the session. The
parliament will discuss Iraqi Kurdistan's
anti-terrorism law which is due to be approved soon.

Ja'afari Meets Sistani
(Azzaman)
The outgoing prime minister, Ibrahim al-Ja'afari,
visited Grand Ayatollah Ali al-Sistani, who affirmed
that the new government must be formed based on
efficiency, transparency and integrity that can
better serve the people. He focused on the
constitutional guidelines regarding distributing
ministerial posts. Ja'afari declared that the period
of forming the new government would be less than the
three months that it took to form the previous
government. Ja'afari traveled to Najaf with tight
security.

President Welcomes Invitation
(Al-Mada)
President Jalal Talabani welcomed the invitation of
the Sudanese President Omar al-Basheer to
participate in the Arab Summit Conference on March
28 and March 29. Talabani promised to participate in
the conference to explain the real situation in Iraq
and its political development. Mustafa Mahmood
Osman, representative for the Sudanese president,
said he highly appreciated Talabani's efforts to
have includes all blocs in the new government. He
added that Talabani's participation in the summit
would render it a success.

Karbala Governor Suspends Meeting with Americans
(Asharq al-Awsat)
Karbala governor Akeel al-Khazali announced on
February 20 that he will suspend all official
contact with the Americans to protest the improper
behavior of the US officials who visited the
province last week. They did not show any respect to
the province's local security and prevented
high-ranking Iraqi officials from entering the
(governor's office,) which frustrated them. He
insisted that the Americans should officially
apologize for the uncivilized behavior (including
bringing dogs into the building) and that they
should never act that way again. If not, the
governor said he would prevent them from entering
the office without prior approval from the Iraqi
authorities.

No Immunity for the British Soldiers
(Al-Mashriq)
The head of the Misan provincial council, Abdul
Jabbar Waheed, announced that the council has
decided to lift the immunity of British forces so
that the soldiers who beat the Iraqi youths can be
tried in Iraqi courts. (A videotape showed British
soldiers beating Iraqi youths during a January 2004
riot.) He said in a press conference that the
immunity the British forces received under the
former civil administrator (L. Paul) Bremmer would
be lifted so that the soldiers could be investigated
and tried under the Iraqi laws. The council urged
the British forces to allow the provincial committee
to visit al-Shuaiba jail in order to check on the
detainees there. He warned that if the British
forces do not comply with the council’s demands, it
would boycott (British) political, security and
reconstruction intiatives.
