Duz Khurmato is an integrated part of Kirkuk
(Kurdistani Nwe)
Salahaddin governor Hamad Hamood visited Kirkuk (on
February 19) to meet with (Kirkuk governor Abdel
Rahman Mustafa) and political officials. In the
meetings, security issues were discussed. A source
told Kurdistani Nwe that the Salahaddin governor has
confirmed his support for implementing article 58 of
the Iraqi constitution, (which calls for the mixed
and divided city of Kirkuk to be normalized). He
also said that Duz Khurmato is an integrated part of
Kirkuk and that the ousted Ba'athist regime attached
it to Salahadin province for political reasons.

Disagreement About Iraqi National List Delays
Negotiations

Disagreements about the national security council
and whether the Iraqi National List should be
included in the cabinet has delayed the formation of
the new government, lawmaker Mahmood Osman said.
The two allied blocs (the United Iraqi Alliance and
the Kurdistan Alliance) disagreed on four issues:
the formation of the Iraqi national security council
which the UIA rejected; the inclusion of the Iraqi
National List in the government, which the UIA
opposes; the strategic decision that the UIA made to
form the government based on which alliances won the
most votes (in the December 2005 parliamentary
elections) rather than a national unity government
(that would include all major political blocs); and
dialogues that the UIA insisted exclude the Iraqi
National List.
The Kurdistan Alliance wanted negotiations to
include the four top coalitions, including the Iraqi
National List. Some of the UIA members had earlier
announced that they rejected including former prime
minister Ayad Allawi (in the cabinet) have not
rejected his list, said Baha al-Araji from the
Sadrist current led by Shia cleric Muqtada al-Sadr.

Kurdistan Islamic Union Participates in the New
Government

Islamic Union of Kurdistan secretary-general
Salahuddin Bahauddin said that his party would
participate in the new government and
decision-making. After meeting with president Jalal
Talabani, (who is also a Kurdish leader) Salahuddin
announced that they are intent to form a new
government that includes all political alliances and
that disagreements about how to form it need to end.

WHO Team Visits Amarah
(Al-Bayan)
A team from the World Health Organization visited
Amarah following the discovery of bird flu there.
Misan governor Adil al-Mhooder had requested aid
from the Iraqi government and international
humanitarian organizations to help Amarah eradicate
the disease. The head of the delegation, Dr. Naima
al-Kaseer, said the team would study ways to control
the disease. He said they would stay in Amarah for
few days to prepare reports for the WHO and (United
Nations') Food and Agriculture Organisation about
the health situation in Amarah.
