Iraqi Finance agrees to add Kurdish
Peshmarga's budget to Iraqi Defense

Following the return of the Kurdistan PM, Nechirvam
Barzani from Baghdad, a number of issues about
budget and financial problems have been explained,
reported local media Friday.
The deputy Minister of the Finance Ministry, Rasheed
Tahir, gave details of the current crises present
between the Kurdistan Region and Baghdad
governments. "Following the reunification of the
Region's government, the project of 'one-budget' has
been presented to Baghdad's government. "So far, the
Region's government has problems regarding the
budget issues with Baghdad, especially troubles
related to next year's budget," said Deputy Minister
Tahir. "For instance, the government in Baghdad has
ordered that, apart from venues that belong to
leading funds (Parliament, Council of Ministers, and
Foreign Ministry), establishments like defense,
electricity, and oil have to be added to the leading
funds also."
He added, "There are a large number of problems that
are still suspended without a solution, such as the
crises of fuel and medication, in which there have
been frequent criticisms that medications are not
reaching Kurdistan or they reach after their
expiration dates."
Regarding the payment of salary, he said, "The
Region's government distributes wages to employees
according to a schedule. Our only problem in this
regard is the Peshmarga's budget (Kurdistan National
Guards), which the Regional government insists on
putting into the budget of the Iraqi Defense
Ministry." |

As for the increase of salary, he said, "In Baghdad,
there is a project for raising salaries of grades 11
to 5 employees by 60%. If this plan is executed, we
will also apply it in our government."
Peshmarga will not participate in Baghdad's
security plan
The Iraqi Defense Ministry spokesman, told media
that the proposed security plans for Baghdad has
been completed.
The Iraqi Defense Ministry spokesman, Hamid Muhammed
Al-Askari, told media that the proposed security
plan for Baghdad has been completed and needs only a
little further investigation; it is expected to be
executed in the beginning of 2007 without the
participation of Kurdistani Peshmarga forces.
The security plan will be based on two things: First
is the non-centralization in the work program, and
the second is placing military bases near
residential areas and government establishments in
order to be able to respond to terrorist acts as
soon as possible.
"There is nothing sure about the contribution of
Peshmarga forces in the plan, but the Iraqi
government might ask for that from the Kurdistan
Regional Government (KRG)," said Mahmood Osman,
regarding the issue of participation of Peshmarga,
adding, "If the Iraqi government asks for the
participation, then the KRG would have its own
conditions for that."
