Talabani calls for amnesty for PKK in Turkey 6.11.2006

Iraqi President Jalal Talabani has once again called for an amnesty for the outlawed Kurdistan Workers' Party (PKK), claiming that the Kurdish problem would be resolved if Turkey were to issue an amnesty for the PKK.

“If an amnesty is declared, the Kurdish problem will have been completely resolved,” Talabani said, according to the Web site of his Patriotic Union of Kurdistan (PUK). He was delivering remarks during a conference last week in the French capital of Paris.

Talabani also claimed that the PKK declared a cease-fire at “our request” and said he would not allow the use of Iraqi soil as a base for attacks launched against other countries. The PKK, considered to be a terrorist organization by the European Union, the United States and Turkey, declared a unilateral cease-fire on Oct. 1. The move was dismissed as a publicity stunt by the government and the military.

Talabani extended support for Turkey's bid to join the EU and said Ankara's membership would bring important opportunities to Iraq.

More than 37,000 lives have been lost in the Kurdish insurrection which began in 1984 with Kurdish demands for independence for the southeastern and heavily Kurdish Anatolia region.

The use of the term "Kurdistan" is vigorously rejected due to its alleged political implications by the Republic of Turkey, which does not recognize the existence of a "Turkish Kurdistan".

Others estimate as many as 40 million Kurds live in Big Kurdistan (Iraq, Turkey, Syria, Iran, Armenia), which covers an area as big as France, about half of all Kurds which estimate to 20 million live in Turkey.

The Kurdish flag flown officially in Iraqi Kurdistan but unofficially flown by Kurds in Armenia. The flag is banned in Iran, Syria, and Turkey where flying it is a criminal offence"
