Kurdistan Parliament calls upon Iraqi PM
to accelerate Article 140- 30.11.2006

$200 million specified for the
execution of Article 140
Erbil, Kurdistan Region (Iraq), November 30, --
The Kurdistan Parliament Speaker, Adnan Mufti,
stated that during the last few days, with the
attendance of Muhamed Ihsan, the region's Foreign
Affairs Minister and members of the Article 140 High
Commission, they have directed a letter to the Iraqi
Prime Minister Nuri al-Maliki.
"In the letter, we have clearly stated the
significance of implementing Article 140. In
addition, we have expressed the dissatisfaction of
Kurdistani leaders and Parliament regarding that
issue," said the Parliament Speaker.
"In our message to the Iraqi PM, we have called upon
some matters such as the $200 million specified for
the execution of Article 140 to be given to the
committee itself in order to commence their work and
compensate those Arab families who have been brought
to Kirkuk by the previous regime, and will be sent
back to their original places. |

Disappointingly, only $29,000 has been given to the
committee so far, which is insufficient for
implementation of the article." Mufti added, "We
also stressed our support for the Iraqi Parliament,
and we thanked them for the steps that so far have
been performed to execute Article 140."
In the meeting, the Parliament Speaker also said,
"The President of Kurdistan Region, Massoud Barzani,
has stated that he will arrange a visit to Baghdad
based on a request from the Iraqi President Jalal
Talabani, and wants to discuss various decisions and
judgments regarding important issues prior to his
visit."
Relating to the shared meeting of Parliament and
Kurdistan's council of ministers, Mufti stated, "In
our conference, a lot of discussions were made about
the issue of Kirkuk and Article 140, in addition to
topics like oil and the budget.
We stressed the necessity that, during the visit of
the government's delegation to Baghdad, presided
over by Prime Minister Barzani, important points
relating to Kurdistan Region should be implemented
according to what has been specified in the
permanent Iraqi constitution."
The former Iraqi president forced about 250,000
Kurdish residents to give up their homes to Arabs in
the 1970s, to "Arabize" the city and the region's
oil industry.
Kirkuk city is not under the full control of
Kurdistan Regional Government administration. A
referendum is to be held in late 2007 to decide
whether the oil-rich Kurdish province should be
annexed to the safe semiautonomous Kurdistan region
in Iraq's north.
