Kurdistan Region (Iraq) , -- KRG wants a
rapid execution of the article within the framework
of the permanent Iraqi constitution.
Nechirvan Barzani, KRG Prime Minister, issued a
statement criticizing the progress of the committee
formed to implement article 140 of the constitution
pertaining to the families expelled from their homes
in Kirkuk and other disputed territories under the
former regime.
In the statement Barzani noted that "The panel that
has been formed for the execution of article 140 of
the permanent Iraqi constitution? it is not
progressing perfectly.
We expect it to move faster and in a more orderly
fashion." |

In a press conference, on Wednesday, the KRG-PM
said, "The Iraqi Premier, Nuri Maliki, has expressed
his support for the implementation of article 140,
but the Kurdistan Regional Government wants a rapid
execution of the article within the framework of the
permanent Iraqi constitution where it has been made
clear when a referendum will be held and when the
crisis will end," he also stated that the KRG is
"insisting on executing the article according to the
permanent Iraqi constitution."
In regards to objections raised by Iraqi's neighbors
against the implementation of the article, Barzani
said, "This is a constitutional article and only
relates to the Iraqi people.
There is no need for other countries to get in the
way of that.
That is why I expect that the article will be
resolved within Iraq." However, Barzani's strong
rejection of external interference on the Kirkuk
question is unlikely stop attempts by regional
powers to prevent the go ahead of a referendum on
Kirkuk's future planned for 2007.
The former Iraqi president forced about 250,000
Kurdish residents to give up their homes to Arabs in
the 1970s, to "Arabize" the city and the region's
oil industry.
Kirkuk city is not under the full control of
Kurdistan Regional Government administration. A
referendum is to be held in late 2007 to decide
whether the oil-rich Kurdish province should be
annexed to the safe semiautonomous Kurdistan region
in Iraq's north.
