Kurdish party platform pro-federation

The pro-Kurdish Party for Rights and Freedoms (Hak-Par)
over the weekend added a paragraph to its party
program rejecting the unitary state system and
advocating federation.
The second general congress of the party ended with
the election of Sertac Bucak as the party's new
leader. Bayram Bozyel, the other candidate, withdrew
in the second round of voting.
The founding leader of the party, Abdulmelik Firat,
stepped down a few months ago due to health
problems.
"Hak-Par rejects the unitary state system and
advocates the right to self-determination in
principle regarding the Kurdish problem," reads the
paragraph added to the party program.. "In order for
a solution, the party advocates a democratic
federative establishment based on the equality of
Turks and Kurds."
Though the notion "unitary" isn't specified in the
Constitution, it is referred to with the term
"integrity of the country," and any kind of
federation is in contravention of Article 3 of the
Constitution, which is a protected article under the
Constitution.
Commentators told the New Anatolian that the
ultimate aim of the party in officially advocating a
federation is bringing the issue to the Strasbourg
court in case of a legal challenge from the
Constitutional Court and so arising as a new strong
party in Kurdish politics.
Fehmi Demir, deputy leader of the party, told party
delegates that the federation suggestion is meant to
unite the country, not divide or disintegrate it.
In a speech with strong emphasis on globalization
and the European Union process, Demir said that
globalization erodes the reasons for oppressive
regimes and dictatorships and that independent
nations are stepping up efforts to come together to
establish a ground for living together in a
peaceful, democratic atmosphere.
He praised the EU as a successful initiative for
that end.
Demir also praised Kurdish leaders in the Middle
East who, according to the deputy leader of Hak-Par,
read the situation well and played their roles and
established Iraqi Kurdistan as a federative
structure.
Hak-Par will also re-explore the Kurdish problem and
come up with concrete solutions, said Demir.
As well as Abdulmelik Firat, Iraqi Kurdistan
president Massoud Barzani also sent a message to the
congress.
