Iraq: State of emergency extended for 30 days except Kurdistan Region 8.11.2006

Baghdad, November 8 ,-- The state of emergency in Iraq will be extended for another month, the Iraqi parliament decided on Wednesday, voting a retroactive law whose effects will date back to 1 November.

"The majority of the Council has approved the 30-day extension of the state of emergency for all the country except the three provinces in Kurdistan Region, Sulaimaniyah, Erbil and Duhok", the parliamentary law commission member Muzhir al-Hakim told Adnkronos International (AKI).

The state of emergency law enables security forces to carry out searches, raids and arrests without any warrant or authorisation.

Hakim also pointed out that "these measures will be periodically reviewed by parliament, to be renewed".

The discussion was held behind closed doors Wednesday, because of the importance and sensitivity of the subject, linked to national security.

Prime Minister Nouri al-Maliki and Defence and Internal Affairs ministers Abd al-Qader Muhammad al-Ubaydi and Jawwad al-Bulani took part and also discussed with MPs the time frame of the presence in Iraq of multinational forces.
