Turkmen trouble in Kirkuk 12.10.2006
By Vladimir van Wilgenburg, Journalist, Netherlands

Thursday, October 12, 2006

Five committee members, who are responsible for to execute article 140, came to governorship hall in Kirkuk for checking application process of the article on Tuesday, October 10, 2006.

The delegation was protested by a Turcoman MP Ali Mahdi who claimed that they were trying to genocide against Turcoman.

Article 140 sketches a three-step plan to remove traces of the Arabization policy of the regime of former president Saddam Hussein.

The constitution now provides for a census followed by a referendum on the fate of the province, after normalizing the situation. This referendum will take place in 2007.

The Iraqi Turkmen Front (ITC), a Turkmen group with close ties to the Turkish government, has reported that Kirkuk council member Ali Mehdi was physically attacked by security personnel when he tried to raise a sign at the Kirkuk governorate building that condemned the Normalization Commission of Kirkuk, the government body established to address the aftermath of past Arabisation campaigns in the province.

The Kurdish website, peyamner.com, on Tuesday stated that Mehdi attempted to create chaos and not allowing the meeting of the Normalisation Committee to go ahead.

Mehdi, a Turkmen member of the Kirkuk council, was escorted out of the governorate building and denied his request to speak to Iraqi Justice Minister, Hashim al-Shibli, who was visiting Kirkuk in his capacity as Chairman of the Normalization Commission of Kirkuk. Footage of this incident was broadcast on the ITC’s satellite channel, Turkmeneli TV.

The footage can also be found on Youtube. Today Turkmens protested against the removal of the Turkmen politician.

Some representatives of non-Kurdish groups in Kirkuk believe that Article 140 supports only Kurdish interests. Kurds don't agree with this claim.
