Delayed federalism
approved for constitution

Judge Wael Abdul Latif, a member of the committee to
draft the constitution, said the committee members
approved federalism for the constitution. He added
that according to the constitution, the provinces
will have some authority while the federal system is
being established in the coming two years. He was
referring to the postponement of federalism to
satisfy the Sunni members and citizens who know
nothing about federalism. He added that the
government will deal with the centralization system
for the time being. The committee decided to present
the drafting of the constitution by the deadline of
August 15.

Talabani Calls For Meeting to Discuss
Constitution
(Al-Adala)
President Jalal Talabani called for a conference of
the heads of the political parties represented in
the National Assembly and those outside of it to
discuss the difficulties in drafting the
constitution by the deadline. He added that the
conference aims to solve all the difficulties and
setting a comprehensive political plan for all
Iraqis to render the political process in Iraq a
success. He affirmed that the constitution will be
done by the August 15 deadline and will be written
in compatibility and according to the interim law.

Sunnis Ask Government to Return al-Dulaimi to
Post
(Al-Mashriq)
Sunni religious groups and individuals held a
meeting at the Abi Hanifa mosque to request the
government to return head of the Sunni endowment
Adnan al-Dulaimi to his post. Sheikh Abdul Salam al-Kubaisi,
representing the Association of Muslims Scholars,
said they denounced the government's decision and
said al-Dulaimi managed the endowment successfully.
The groups issued a statement asking the government
to have al-Dulaimi back to his post, as the
government's decision violated Sunni rights and
feelings.

Armed Group Tries to Blow Up Refinery
(Al-Mutamar)
A source at the Nasiriya police said the police
forces clashed with an armed group that tried to
blow up a refinery southeast of Nasiriya. Captain
Ali Salman from the oil protection police said the
police open fired on unknown armed elements trying
to infiltrate the refinery late Saturday evening.
The police found bombs ready to explode at the
refinery. Salman added that the police have taken
intensive security measures around the oil
establishments and filling stations to protect them.
