Erbil - A member of the supreme council for the
plebiscite movement in Kurdistan announced that the
movement submitted an official request to the United
Nations to conduct a plebiscite for the people of
Iraqi Kurdistan to decide on their destiny by
themselves, and whether they desire to remain within
Iraq, or separate from it.
Mr. Qarwan Abdallah said, "During the past two days,
the movement has sent letters to the Iraqi National
Assembly and the United Nations, in which we
explained various matters relating to the situation
of Iraq, and that there are some entities that are
attempting to neglect the rights our Kurdish
people." He pointed out, "The coming days would
witness intensive activities by the movement to
execute its demand", without explaining the type of
these activities.
The letter stated, "Annexing Al Musel state
(southern Kurdistan) to the newly created Iraqi
state, upon the decision of the United Nations'
council on December 16, 1925, is a matter that
became necessary according to the security
procedures in the region, so as to protect the
interests of the competent parties.
To correct the situation, an article should be
included in the constitution, which allows the Kurds
to practice their right of deciding on their
destiny, with their free will, through an
unconditioned plebiscite, so that we feel that we
are living in a free federal democratic state, which
we belong to, not an unjust state." The letter
stressed that Kurdistani people "have and are still
insistently demanding for their right of deciding on
their destiny, pursuant to articles (1 & 2), and
article (55) of the United Nations' convention, and
the United Nations' general council declaration,
regarding granting independence to the occupied
countries and nations on December 14, 1960."
The letter noted, "Since its founding, Iraq as a
state has not fulfilled its international
obligations, whether its general international
commitments in the field of human rights, or its
special international commitments, pursuant to the
United Nations' council decision for 1925, with
regard to fulfilling the special desires of the
Kurdish people regarding self-government, in
addition to Iraq's commitments pursuant to the
statement of March 30, 1932, upon which Iraq has
received the right of membership in the United
Nations." It is worth mentioning that the plebiscite
movement in Kurdistan region has conducted an
unofficial plebiscite outside the electoral centers,
during the execution of Iraqi elections, in which it
offered two alternatives to plebiscite; first: Do
you desire Kurdistan region to be within Iraq?
Second: Do you desire Kurdistan to be independent?
The result was that 98% chose independence for
Kurdistan.
