Demand the Government to Submit the Agreements
Signed with Iran to the Assembly for its Competence
as the Legislative Authority
In its 54th regular session in the Conferences'
Palace in Baghdad, which was headed by Dr. Hajem
Mahdi Al Hassani, the Iraqi interim National
Assembly has hosted Dr. Ibrahim Al Ja'fari, PM,
accompanied by some ministers of his government.
He presented an explanation of the overall works of
the government during the past period, with regard
to the issue of his trip to the Islamic republic of
Iran, which has included opening several files
including political, economic and security files and
the issue of borders between the two countries. He
considered that the visit represents a turn in the
history of the relations between the two countries.
Meanwhile, he confirmed handling the heavy heritage,
not only between Iraq and Iran but also between Iraq
and all countries.
As regards the second issue, which the Prime
Minister has dealt with, it is his visit to Al Najaf
Al Ashraf province and his meeting with the
scholars, who have stressed the necessity of
increasing the efforts of the ministers with regard
to the services affairs and also concentrated on the
issue of the constitution. As regards the incidents
in Al Samawa city, Dr. Al Ja'fari confirmed that the
problem was between the governor and the province
council. He pointed out that he sent two delegations
to the province; one headed by the deputy interior
minister and another consisting of MPs and the
minister of state for National Assembly affairs.
The MPs have agreed on submitting the same
interpositions, in the presence of the Prime
Minister, on the issue of security, with regard to
securing highways, especially Al Latifeya and Al
Kahles highway, solving the problems of Tala'far,
the issue of services (shortage of water and
electricity), the issue of shortage in the items of
ration cards, and activating article 58 of the state
administration code for the interim stage.
Mr. Hussein Al Sadr, MP, wondered about the issue of
bombs made in Iran, as he did not hear any response
from the Iraqi party with regard to this issue,
especially as the American defense secretary has
confirmed this matter.
On his behalf, Falah Hassan, MP, has submitted a
solution for the problems of unemployment and
housing, through establishing housing complexes in
Baghdad and the provinces, in cooperation with the
donor countries. He also requested conducting an
actual investigation on the issue of Al Musayab
explosion.
In the interposition of Mr. Muzad Saleh, MP, he
requested submitting the state budget for 2005 to
the National Assembly, pursuant to the state
administration code.
Mr. Adnan Al Janabi, MP, has requested submitting
the protocols and agreements, which were signed with
the Iranian party to the National Assembly, for its
competence as the legislative authority. Mr. Raouf
Othman, MP, has called the Prime Minister to visit
Kurdistan region to listen to citizens' opinions,
especially after the administrations that took place
in the region with regard to the demands of Kurds in
the anticipated constitution.
As for Mr. Abdel Majeed Zankana, MP, he requested
taking a decisive situation towards the countries
that export terrorism to Iraq, regardless of the
commercial and economic relations between these
countries and Iraq, as Iraqi blood above any
relations. Mr. Feryad Rowandizy, MP, confirmed that
the timing of the visit, which the Prime Minister
has conducted to Iran, was not right as this visit
should coincide with the governmental change in
Iran. He demanded for returning Iraqi nationality to
the Feili Kurds in Wasset province.
After the MPs have finished their interpositions,
the Prime Minister and the competent ministers have
responded to them. The Prime Minister pointed out
that the delegation that was sent to Kuwait was not
in an official form, but upon a personal initiative
by him to solve the crisis. As regards the protocols
and agreements, he pointed out that not all of them
are submitted to the National Assembly and that he
does not sign them in person but the ministers and
competent officials are in charge of that.
