said that the controversial issues relating to the
constitution have not been settled yet and that
there is current work to eliminate them on the
political arena; referring to the top officials of
political blocs inside and outside the National
Assembly. |

Othman
named them: Al Barzani, Al Talebani, Allawi, Al
Ja'fari and Al Hakeem, in addition to the Sunni
leaders, whom he did not name. Othman, the MP,
stressed that the state administration code is not a
Quran that cannot be amended, especially with regard
to the date of achieving the constitution.
He wondered: why is this strong insistence on a
specific date? He pointed out that all the world
constitutions have been drafted slowly and within
sufficient time. He clarified that the state
administration code can be amended, upon the
consensus of the National Assembly presidency.
