Submits Proposal on Constitution

The Follow-up Committee, which was formed to support
Kurdish members on the Iraqi Constitutional
Committee, submitted a proposal to Kurdish members
of the Iraqi Parliament. In the proposal, they say
Iraq should be a federal, parliamentary, democratic
republic. They also said the revenues and powers
should be shared with the regional governments. And
they argued that the military budget must not exceed
4 percent of Iraq's GNP.

Parliament to Be Formed in Southern Iraq
(Al-Mada)
A media source in southern Iraq has revealed efforts
to form a popular parliament including all the
spectrums in the south. The source said the
parliament will include 150 members representing the
three provinces of Basra, Nasiriya, and Amara.
The conference held in Basra called for the
formation of this popular parliament. The vast
participation in the parliament reflects the
importance the southern people place on southern
federalism, which will enable them to take care of
their interest themselves and to be away from
centralism, from which they suffer.

Kurdish Lawmaker: Deal With Kirkuk
(Addustour)
Fuad Massom, a Kurdish parliament member, has called
on the government to deal with the issue of Kirkuk
as stated in the interim law.
He added that the agreement between the list of the
United Iraqi Alliance and the Kurdish Alliance began
to solve the issue of Kirkuk two months after the
formation of the government. He said postponing it
means to follow the same policy of the former regime
regarding Kirkuk.

PM's Visit to Iran to Enhance Relations
(Al-Mutamar)
Prime Minister Ibrahim al-Ja'afari will visit Iran
next Saturday to enhance the bilateral relations
between the two countries. Nine ministers will
arrive in Iran to prepare for the visit of the prime
minister. Iran considers this visit as a turning
point in Iraq-Iran relations.
During the visit of Iraqi Defense Minister Sadoon
al-Dulaimi to Iran, the two sides signed agreements
on security cooperation and on war never occurring
again between the countries. Iran gave Iraq
financial aid of $1 billion to help in the
rebuilding of Iraq after Dulaimi's apology for the
war crimes committed by Saddam Hussein's followers
during the war.
