Ja'afari and Talabani Discuss Kirkuk Issue

Prime Minister Ibrahim al-Ja'afari met President
Jalal Talabani to exchange views about terrorism,
strengthening Iraq's situation and encouraging Arab
countries to support Iraq in war against terror.
Regarding the Kikuk issue, Talabani said that they
have one view, which is the necessity of
implementing article 58 of the Transitional
Administrative Law, TAL. The article calls for the
normalization of the situation in cities that faced
demographic changes during Saddam regime. Ja'afair
said the government is providing aid for places that
were Arabized, such as Kirkuk, and that he supports
steps taken to reverse the situation of the past.

Suicide Bomber Kills 21 Army Recruits
(Al-Mutamar)
Police officials said a suicide bomber wearing a
belt of explosives detonated himself among army
recruits standing at a recruiting center, killing 21
people and wounding more than 30 others. A medical
source at the nearby al-Yarmook Hospital said they
received 16 bodies and treated 29 people who were
wounded.

Iraq Warns Violence Will Spread to Neighbors

Iraq has warned that the circle of terror and
violence will spread to neighboring states.
Government spokesman Laith Kubba said the military
pressure on insurgents in Iraq will urge them to
spread their operations to neighboring states. Iraq
also accused Syria and Saudi Arabia for the
infiltration of militants into Iraq. Kubba called
upon the neighboring states to support Iraq in
getting rid of the violence.

Ja'afari: Corruption Needs to be Eliminated

In a press conference held in the Green Zone, Prime
Minister Ibrahim al-Ja'afari talked about the
necessity of eliminating corruption in the
government. He said the law should dominate and the
Integrity Commission should be supported. He also
said the drafting of the constitution is moving
smoothly and in a civilized way. He added that the
constitutional aid committee formed by the
government will intensively work to educate the
people about the constitution.

Karbala Approves Foreign Investment
(Al-Adala)
The Karbala provincial council has decided to allow
foreign companies to invest in Karbala according to
special conditions or partnerships. Council
spokesman Ghalib al-Dumi said approval has been
granted for investment in the fields of oil,
electricity, and the sewage system. The council has
already made agreements with some companies.
