Talabani: No Disagreement Over Kirkuk

President Jalal Talabani has denied that there are
disagreements between the Presidential Council and
the Council of Ministers regarding the main issues.
He said the Kirkuk issue will not be solved now but
after the normalization of the situations there by
returning the displaced Kurds to Kirkuk. Article 58
calls for the normalization of the displaced Kurds
and the rest of the operation will be dealt with
after the writing of the constitution as stated by
the interim law.

Planning Minister: Arab Nations Using Iraq
(Al-Ittihad)
Planning Minister Barham Salih said the Arab states'
stance towards what is happening in Iraq is
lamentable and bitter. He said they use Iraq to
settle their scores with different bodies, adding
that the powers of darkness tend to pull Iraq back
to the past. He added there must be national
compatibility in the political, social, economical,
and cultural aspects among all spectrums of Iraq and
that the government should help out in this
direction.

Constitution Committee Welcomes Sunni Members

The Iraqi parliament has welcomed the 15 Sunni
members in the committee of drafting the
constitution. Head of the committee Humam Hammodi
said the Sunni members will join the committee in
charge of writing the constitution by August 15
August and will hold a meeting on Wednesday to
discuss the issues of agreement and disagreement
among the members. The main disagreement issue is
how to describe Iraq as an Arabic Sstate and the
level of independence of the majority Kurds in the
northern part of Iraq.

Lawmaker Wants to Postpone Constitution

Lawmaker Mudhar Shawket said Iraq is a state of
organizations and not a state of parties because not
all Iraqis belong to the parties. Therefore, Iraqis
should be treated depending on their belonging to
the entire Iraq rather than to a certain party, he
said. He added that what is happening now does not
coincide with our expectations to have the state of
organizations as stated by the interim law. The
constitution should be written for all Iraqis and
not for a certain sect, ethnicity, or religion. He
said it is for the coming generations, so there is
no need to be quick in writing it. He prefers to
postpone writing the constitution until after the
coming elections to have it written in a better
security situation.

Ayatollah Calls For Speedy Saddam Trial
(Al-Adala)
Grand Ayatollah Sheikh Mohammed Ishaq al-Fayyadh has
called upon accelerating the trial of Saddam Hussein
and his regime's men and asked the court not to
yield to foreign pressures. He added that the
massacre of Shias is a plan to control them and
confiscate their rights so Iraq will once again be
run by the minority. He said delaying the trial of
Saddam gives hope to his henchmen to escalate their
crimes. Al- Fayyadh also asked the National Assembly
to write a constitution to serve Iraqis better and
not to contradict with the principles of Islam.
