London: A conference that was held in London by
Iraqi lawyers residing abroad has called for
"drafting a civilized constitution for a federal
democratic state in Iraq, respecting religious
beliefs and rituals, considering religion as a
private issue for human beings, prohibiting all
forms of violence, refraining from fanaticism and
spreading hatred among citizens and prohibiting
political armed organizations."
The conference that was held upon an invitation from
the democracy support committee in Iraq, which is an
independent institution, has issued a document under
the name of "London Appeal", in which it requested
that the permanent constitution, which is currently
being drafted, should confirm that "Iraq is
democratic constitutional federal state, which
adopts the principle of separation among
legislative, administrative and judiciary
authorities", "the independence of judiciary and the
sovereignty of the law", "the people are the source
of authority", "the parliament is the sole
legislator and the supreme legislative authority",
"Iraq is a multi-nationalism state of Arabs, Kurds,
Turkmen, Kilo-Assyrians, Armenians, Shabaks and
Feili Kurds, and the religions of Muslims,
Christians, Sabian Mandaens, Yazidis, "Kaka'eins",
Jews, "Ahl Al Haq" and Baha'is."
The appeal called for "guaranteeing the national
rights of the Kurdish people when Kurdistan enjoys
the federation within a democratic united Iraq",
"stating the settlement of full equality between men
and women in rights and duties", "prohibiting all
forms of discrimination against women and protecting
her gained rights in Iraqi legislations, and the
related international agreements, covenants",
"guaranteeing childhood protection", "adopting the
principle of administrative non-centralization in
running the affairs of provinces or (regions)",
"adhering to the application of all international
covenants, treaties and agreements relating to
respecting the rights of human beings, women and
children in legislating Iraqi laws", "guaranteeing
individual and public freedom", "respecting
religious beliefs and rituals and considering
religion as a private issue for human beings",
"prohibiting all forms of violence", "refraining
from fanaticism and spreading hatred among citizens"
and "prohibiting political armed organizations."
