Talebani: The constitution would be
drafted upon accord, on behalf of the constituents of
Iraqi people

Baghdad: While
receiving the American defense secretary Donald
Rumsfeld, the Iraqi president Jalal Talebani said
that drafting the constitution would be legislated
upon "accord", on behalf of all parties of Iraqi
people.
Talebani, who received Rumsfeld and his accompanying
delegation, which included the American ambassador
in Iraq, Zalmai Khalilzad and the commander of the
multinational forces in Iraq General George Casey,
said, "The constitution would be drafted in accord,
on behalf of all constituents of Iraqi people." He
added, "We have discussed the means of reinforcing
mutual work against terrorism on all levels." He
described the American secretary as "the old and
permanent friend of Iraqi people."
On his behalf, the American secretary said, "We have
discussed the progress of the constitutional process
with president Talebani. We have stressed the
necessity that the constitution would be submitted
to the National Assembly on time." He added, "We
have discussed all the exerted efforts for the
purpose of the training, habilitation and provision
of the Iraqi forces so as to take over the
responsibilities of maintaining security, in full,
from the multinational forces." |

Talebani pointed out, "We agree with the
multinational forces that the better the readiness
and ability of the Iraqi forces to confront
terrorism, the faster we would take over the
comprehensive duties of maintaining security on
behalf of these forces." He clarified, "it is
similar to the scheduling of withdrawal, but in an
indirect manner and not according to a time limit.
It coincides with the construction of Iraqi forces."
In an answer to a question relating to the security
conditions in the country, Talebani referred to,
"the comprehensive security plan that was decided
upon, during the first and second sessions of the
Iraqi government and would be applied soon inside
and outside Baghdad." He confirmed "the possibility
to overcome terrorism, in case the neighboring
countries cooperate in this respect." He added, "We
need the cooperation of neighboring countries and
the support of the Arab news media to clarify the
reality of terrorism in Iraq."
