Excerpt from report
by Iraqi Kurdistan Democratic Party (KDP) satellite
TV on 26 June
President of (Iraqi) Kurdistan (region Mas'ud)
Barzani has chaired a meeting between the two
political bureaus of the Kurdistan Democratic Party
(KDP) and the Patriotic Union of Kurdistan (PUK) in
Salah-al-Din (in Arbil). The meeting focused on the
unification of the two administrations, details of
the Iraqi and Kurdistan constitution and the
security dossier of Kurdistan. (Passage omitted)
(Mas'ud Barzani - recording) We have discussed the
constitution issue, the unification of the two
administrations, our future programme. We are trying
to set up a body here to take charge of and review
the files pertaining the permanent constitution.
We have agreed upon the form of federalism. It will
be a historical and geographical federalism. The
structure of Iraq will be based on the voluntary
coexistence of the Kurds and the Arabs. (Passage
omitted)
(PUK deputy Secretary-General Noshirwan Mustafa)
Merger of two administrations is not an easy job to
be carried out in a day or two. It needs technical
committees and certain procedures have to take
place. However, the government will be reunited, and
that is for sure. (Passage omitted)
(head of the KDP-led Kurdistan regional government
Nechirvan Barzani) The president of the region will
have a key role in the reunification of the two
administrations. If you remember, I have told you
recently that this might need further talks, but we
will reach an outcome, and we have.
I still can reaffirm that further talks might be
needed. However, we will definitely reach an
agreement. Unquestionably, for the two sides,
whether the KDP or the PUK, or any other parties in
Kurdistan, the key condition for our success is
unity and consensus. Therefore, we are all aware of
the importance of the unity of the Kurdish ranks.
Moreover, us and the PUK are particularly aware that
though further talks, negotiations or meetings might
be needed, nevertheless we will reach an agreement
and the Kurdistan coalition government will be
formed inevitably. (Passage omitted)
