Kurdistan R. Government, Communique on the
international conference on Iraq

Brussels 22 June 2005
Kurdistan Regional Government is committed to a
democratic, federal, pluralistic and united Iraq in
which freedom, human rights, economic prosperity,
peace and the rule of law are supreme. The Kurdistan
Regional Government believes that now is the time to
start healing the wounds of Iraq’s past and to
ensure that all Iraqi citizens, whatever their
nationality and religious persuasion, should feel
Iraq is their country.
CONSTITUTION
The writing of a new constitution that reflects the
aspirations of all Iraqis and protects their rights
is a big step towards to achieving that goal and
avoids any prospect of future conflicts. It is
essential that the constitution be founded on
agreement and consensus.
The Kurdistan Regional Government believes that the
constitution should be based on the Transitional
Administrative Law (TAL), which was the result of
lengthy negotiation and compromise. By sticking to
TAL as the framework for the new constitution, the
August 15 deadline for its completion is more likely
to be met. The Kurdistan Regional Government shares
the wishes of the international community for that
to happen.
SECURITY RULE OF LAW
Kurdistan’s peshmerga and security forces have
already made significant and invaluable
contributions to improving the security environment
in our region and in other parts of Iraq.
The international community can do much more to
support the efforts of the Kurdistan Regional
Government and Iraq’s federal government to enhance
security and to stamp out terrorism. Our
neighbouring countries should help us in preventing
terrorists entering Iraq’s borders; European Union
states, members of NATO, the United States and other
friendly nations can help in training and equipping
Iraq’s forces to better combat and prevent
terrorism.
The Kurdistan Regional Government is making every
effort to engage the Sunni Arabs and other groups in
the political process and to ensure that they feel
they have a stake in bringing stability to Iraq.
Political engagement is a key step in making the
rule of law supreme for all Iraqis.
RECONSTRUCTION AND ECONOMIC DEVELOPMENT
Rebuilding Iraq’s infrastructure and helping to
develop its economy means paying attention to all
regions of Iraq rather than focusing financial
assistance and reconstruction efforts on certain
parts of the country. A free-market oriented Iraqi
economy in which each region is allowed to develop
properly is essential.
The strategic vision for National Development
presented in the Brussels International Conference
is an important forward looking strategy to
“accelerate the pace of reconstruction and
development” in the whole Iraq as visualised by the
Federal Ministry of Planning and Development
Cooperation.
We strongly subscribe to the vision of transforming
Iraq into a peaceful, unified federal democracy, but
on the basis of market oriented regional economic
structure where every region of the country is given
the chance to improve its lot and enhance its
contribution to the national economy. The strategy
captures the imagination with its list of
objectives, projects and activities.
We are confident that in the second stage of this
process – to be developed in Amman-Jordan in July --
will transcend its well-founded preoccupations with
macro-economic concerns. We expect it to address
more genuine developmental issues, such as forging
regional partnerships inside the country and
international partnerships that will help to
strengthen the country's know-how, which is needed
for joint operation with international businesses.
HUMAN RIGHTS
The wrongs committed by the genocidal regime of
Saddam Hussein should be dealt with in a fair,
lawful and transparent manner. It is essential that
a comprehensive plan is developed to reconstruct the
villages of Kurdistan, provide essential services,
and help rehabilitate their economies, as well as
devastated areas in other parts of Iraq. In Kirkuk,
a genuine solution has been stipulated in TAL, in
which Article-58 outlines a lawful, just and humane
resolution of the legacy of Saddam Hussein’s
Arabisation programme.
Kurdistan Government believes that a peaceful,
federal and democratic future for Iraq is within our
grasp. To achieve that goal, all Iraqis, with the
backing of the international community, should fully
engage in the political process and economic that
will shape the future of this country.
