Japan
will consider the option of deporting a detained
Kurdish man, who is recognized as a refugee by the
United Nations, to a third country, Justice Minister
Chieko Noono said Tuesday.
"We will extend necessary cooperation to the UNHCR.
(Deporting him to a third country) is an option,"
Noono told a news conference.
Immigration authorities have refused to grant
refugee status to the man, who has Turkish
nationality.
The man, who in his 40s, was taken into custody
Monday when he went to the immigration office in
Tokyo's Shinagawa Ward to renew his provisional
release status. The man entered Japan on a fake
passport in December 1997.
Noono said immigration authorities might grant him
another provisional release status from "a
humanitarian standpoint."
The man, who has been granted a refugee status from
the Office of the U.N. High Commissioner for
Refugees, had taken his case to court, seeking a
reversal of the decision by the Tokyo Regional
Immigration Bureau to reject his earlier refugee
application.
The Tokyo District Court in April reversed the
immigration authorities' decision and recognized him
as a refugee. But the Tokyo High Court last month
reversed the lower court ruling, saying there is no
evidence that the man would face persecution in
Turkey.
