Erbil - The Shiite Ibrahim Jafari is to
become Iraqi head of the government. But who
president, parliament president, outside -, becomes
ministers of economics or interior? The
Postenschacher is in the full course, Shiite,
Sunnite and Kurd struggles for the most important
positions. Above all the Kurds have to lose some,
them nevertheless in the north Iraq such a thing
like a partial autonomy created. Guenther Deschner
("the Kurds. People without state ", Herbig
publishing house) spoke about it with Kurd boss
Massud Barzani.
THE WORLD With
the first free elections in the Iraq you achieved a
sensational success with its former rival Jalal
Talabani and your wahlbuendnis with nearly 26 per
cent voice portion. (schiiti) the religious
wahlbuendnis of big ayatollah Ali aluminium-Sistani
with its 48 per cent nevertheless probably needs the
Kurds as coalition partner, in order to procure the
zweidrittelmehrheit necessary for all substantial
decisions. What do you make from it?
Massud Barzani The perspectives for the Kurds
in the Iraq are now better than ever before in the
80-year old history Iraq. From this position we will
place and will implement demands.
THE WORLD Where
do your red lines run?
Barzani Some demands for core are not
negotiatable for us: First of all the receipt and
the development of the autonomy in completely south
kurdistan, as we call the Kurdish area in the Iraq.
Thus the three Kurdish provinces, including all the
traditionally Kurdish areas, which one partly
already zwangsarabisiert under Saddam Hussein and
among its predecessors - including Kirkuk. One of
the highest public offices must go to a Kurd. We
specified a division of labor internally: When
president of the autonomous Kurdistan I will
function, become for a transition period the Kurdish
government, that is to form Netschirwan Barzani,
still two "capitals" to have, Suleimaniya and Erbil,
which are to become over short or long the only seat
of the government.
THE WORLD And
Kirkuk? Before a few months said you still, Kirkuk
was to become the capital...
Barzani Kirkuk will
be always a Kurdish capital, a "capital of the
heart". But Erbil is thanks of its situation, its
now already existing infrastructure, its government
buildings and its parliament better than capital
suitably.
THE WORLD Who
will represent the Kurdish interests in Baghdad?
Barzani Jalal Talabani will transfer this
important task to Baghdad. During this wahlausgang
we are entitled to place for instance the presidents
we take in addition, another high political office
or important Ministry. That is to make clear that we
are not Kurds in the Iraq of any more citizens of
second class. Kurdish politicians and official must
be represented by government and administration also
according to our people number and our meaning in
all positions.
THE WORLD It
gave attempts to lead the peoples and cultures Iraq
to fair and peaceful living together: 1958 and 1970.
Both were crucially connected to your father with
the name Mustafa Barzani. But both failed and ended
in bloody civil wars. And this time it is to fold?
Barzani The situation today is not to be
compared with in the 60ern and 70ern the no more.
The political interests, balance of power and
alliances changed. The main enemy of the Kurds Iraq
was always the centralism outgoing from Baghdad. The
despotism Saddam Hussein was its worst form. The
"new" Iraq must be a federative state or it will
fail.
THE WORLD But
regards as well as nobody of your people this state
as the its...
Barzani They speak of the referendum, which
we accomplished at the same time in Kurdistan with
the choice? There you are right: 97.77 per cent of
all voters wish therefore an own Kurdish state,
straight times two per cent the Kurdish autonomy in
a federative Iraq. Many cannot imagine a "new" Iraq.
The experiences, which made the Kurds with Baghdad,
consisted in the last decades almost exclusively of
suppression, Deportation, torture, mass executions,
misery and war. The people can remember no reason,
why they should love the Iraq.
THE WORLD Why do
you make yourselves this will of your people not too
own?
Barzani Many - and also many smaller peoples
than the Kurds - attained their national
independence since the end of the cold war:
Slovakian and Slovenian, Letten and Esten and so on.
We are naturally concerned that one refuses
calculated us Kurd the same right. One can wish the
wishable, but make nevertheless only the feasible.
We Kurds live as a people in a particularly
complicated situation. Our neighbours, on whom we
are also mutually dependent and want with whom we
good relations to have and to have, straeuben
themselves vehement against a Kurdish state. If we
succeed in now hopefully securing our autonomy at
least in the Iraq then we are Kurds as we were ever
further.
