Ja'fari: More military operations to be conducted in western Iraq (Al-Mashriq)
Prime Minister Ibrahim al-Ja'fari said he ordered military operations in western Iraq after residents there asked the government to protect them from terrorists. He added that the operations aimed to provide security for residents, not to prevent them from participating in politics. He asserted that the terrorists, not the military operations, prevented residents from participating in elections. He also criticized the defence minister for saying he would destroy residents' houses, noting that the operations are conducted in the interests of the people and not are not done against them.

Talabani meets with Arab League delegation

Before leaving for Italy, President Jalal al-Talbani received the acting chairman of Arab League, Ahmed Bin Hilli, and his delegation. The leaders paid a visit to Iraq for several days to prepare for the national dialogue and reconciliation conference to be held in Cairo. During the meeting, they brainstormed ways to reach a national consensus among Iraq's various groups and political parties that would make the conference a success.

Muqtada Says He Would Attend a (Preparatory) National Dialogue Conference

The young Shia cleric, Muqtada al-Sadr, said he would attend a gathering to prepare for the national dialogue conference if it is held in Iraq. The national dialogue conference, led by the Arab League, will be held in Cairo on November 19. Sadr maintained that the preparatory conference should have a clear agenda, should be held in Iraq and that no Baathists or terrorists should attend. He said the conference needed to be open to the public and proposed it be held in Basra, Najaf or the Kurdistan region because they are safe areas. He ensured safety for all those who attend.

Armed Elements Captured
(Al-Mada)
Border guards arrested seven armed Syrians in the Sinjar area of Nineveh province, a source at the interior ministry said. He said security forces raided a house in the al-Qadisiya area where they arrested the seven men who shot at a police patrol there. The source said security forces also raided terrorists' dens in the al-Nahrawan area of Baghdad, where they arrested 13 armed men. In addition, 10 Iranians were arrested at Sirwan checkpoint.

National Dialogue Conference Participants To Be Announced

Deputy foreign minister Jasim al-Hayali said the ministry will announce in the next two days who will participate in the national dialogue conference. Hayali said Arab League deputy secretary-general Ahmed Bin Hilli met Iraq's president Jalal al-Talabani, prime minister Ibrahim al-Ja'fari, lawmakers and government officials in preparation for the conference. Hayali added that bin Hilli received positive responses regarding the Arab League-sponsored conference, which will take place in Cairo on November 19. He maintained that terrorists will not taking part in the conference.

No Parliamentary Approval Sought for Multinational Forces in Iraq

Lawmaker Hanan al-Fatlawi said the government did not consult the national assembly when it requested that multinational forces remain in Iraq. She said lawmakers agreed that forces needed to remain in Iraq, but that parliament should have been consulted. She emphasized that the government should have sought parliament's approval before asking the United Nations security council to extend the presence of the forces. The security council on November 8 approved extending the mandate for one year.
