The US secretary of state, Condoleeza Rice, received
Masoud Barzani, president of (Iraqi) Kurdistan, (in
Washington) on October 26. Nechivan Barzani, prime
minister of Iraqi Kurdistan, and Iraqi planning
minister Barhan Salih also attended the meeting.
During the meeting many important topics were
discussed regarding the political and security
situation in Iraq in general and Kurdistan in
particular. They also discussed the upcoming
national election and ways to implement permanent
constitution. They also addressed issues in
implementing article 58 of transitional
administrative law, (which normalises turbulent
areas in Iraq, particularly Kirkuk).

Boycotters Form One Slate for Election
(Al-Mada)
Several Sunni political factions and groups decided
on October 26 to form a single coalition for the
upcoming election. It will be named the "Iraqi
Accordance Front," according to a joint statement
issued by the Iraqi Islamic Party, Iraqi National
Dialogue, and the General Conference for the People
of Iraq. The parties said in a statement that "the
door will be open to the other political
confederates" and that they will introduce their
candidates to the Independent Electoral Commission
of Iraq on November 1. The list will announce its
election platform in the next few days. They
encouraged all Iraqis to participate in the
(December 15) election and to ignore calls for
boycotts. The Iraqi Islamic Party, which is led by
Muhasin Abdul Hamid, supported the recently-approved
constitution. The National Dialogue Council and the
General Conference for the People of Iraq rejected
it.

Optimism (for) the Arab League Initiative
(Azzaman)
Members of the Iraqi national assembly and some
politicians expressed their optimism about the Arab
League's national reconciliation initiative. Abas
al-Bayati, a member of the Iraqi national assembly,
said Arab League secretary-general Musa found Iraqi
parties cooperative and responses to the
initiatives. He "has not seen any opposition or
desire to have conflicts with the Arab League,"
Bayati said. He added that Musa had expected to
receive large opposition in Iraq, but he was
received warmly. National council of Iraq's unity
president, Ayham al-Samarai, said Musa's initiative
comes at a good time as Iraq struggles to sort out
its problems. Samarai added, "Hence we must accept
the Arab League's initiative, and work to make it
successful".

Iran Gives 425 Million Dollar Grant to Iraq
(Al-Mu'tamar)
Sabah al-Husseini, a top official in the ministry of
health, announced that an agreement has been signed
with Iran to develop and expand medical and health
cooperation. The agreement includes training Iraqi
health cadres and developing expertise in the fields
of ophthalmology, nuclear medicine and cancer
treatments. The ministry official said in a press
release sent to an al-Mu'tamar reporter that Iran
has given Iraq a 425 million dollar grant to develop
the health sector in Iraq, 225 million dollars of
which is allocated for medical equipment and
medicine. The rest will be spent on building and
rehabilitating of Iraqi hospitals.

60 Billion Dollars Allotted to Build Iraq's
Biggest Port
(Al-Sabah)
Salam al-Maliki, minister of transportation,
announced that 60 billion dollars is being allocated
for Iraq's largest port project. The port, in Basra,
will consist of 100 docks that will be built over a
period of seven years. Fifteen docks will be built
in the first two years. Al-Maliki explained to an
al-Sabah reporter that Arab companies submitted
their bids, which will continue to be accepted over
the next few days. The port is located in Ras al-Besha
in the Fao district on the eastern cost of Khor
Abdullah. The project will help Fao re-establish its
prominence that it lost during Iraq's wars.
