More than two million
people to vote in Kurdistan

According to sources from the Independent Electoral
Commission of Iraq, in Iraqi Kurdistan 2,262,089
people are registered to vote on Saturday's
constitutional referendum. The three provinces of
Duhok, Erbil, and Sulaymaniyah form Iraqi Kurdistan.
Yousif Salman, media officer of Duhok's electoral
commission, told Hawlati that 429,282 people will
have the right to vote in Duhok province, and Kamal
Ghambar, head of Electoral Commission in Erbil, said
870,012 citizens are eligible to vote in Erbil.
Sulaymaniyah's head of the commission, Hama Salih
Hama Amin, reported that 962,795 people will have
right to vote in his province. Citizens in Iraq's 18
provinces will have an opportunity to vote for or
against the country's new draft constitution on
Saturday, (October 15, 2005).

Survey finds 87 per cent in Erbil endorse the
constitution

A survey conducted in the Erbil province found 87
per cent of those polled want to participate in the
referendum and vote in favour of the constitution.
The survey, organised by Organisation for Developing
Democracy, asked potential voters if they would
participate in the referendum, and whether they were
satisfied with the document. Eighty-seven per cent
of respondents said they will participate and vote
in favour of constitution, nine per cent said they
will vote against it, and four per cent did not
answer the question. Regarding satisfaction with the
constitution, 81 per cent said they were satisfied
with the document, 12 per cent were unsatisfied and
7 per cent did not answer the question.

Ministry of Justice: Coalition forces not
responding on detainee voting issue

An official source in Iraq's ministry of justice
said that the ministry has contacted coalition
forces regarding of allowing Iraqi detainees to vote
on draft constitution in referendum, "The ministry
has not yet received an answer even though more than
a week has passed since the request" the source
said. The same source told Asharq al-Awsat that they
are concerned about implementing the Independent
Electoral Commission of Iraq's instructions to allow
detainees who have not been convicted of crimes to
participate in the referendum. The Independent
Electoral Commission had declared that all detainees
who have not been convicted of crimes will be able
to cast their votes today, (October 13, 2005) two
days before the actual day of the referendum. The
source said the ministry will continue work on the
issue and speed up the process to find a solution
for the situation.

3,000 political party representatives to monitor
referendum in Missan

The Missan bureau of the independent electoral
commission announced that 3,000 representatives from
23 political factions will monitor the Saturday's
referendum on Iraqi draft constitution, along with
211 monitors from civil society organisations. Na'im
Kadhim, who heads Missan's electoral commission,
told Azzaman that the commission has distributed
130,000 posters and 450,000 leaflets, and has
organized 22 seminars to educate people about the
constitutional and referendum process. Missain
province, a majority Shiite population, is located
in southern Iraq and borders Iran.
