Talabani says Jafari
should stay as premier

Iraqi president Jalal Talabani said Prime Minister
Ibrahim al-Jafari needs to remain in power because
the country needs stability ahead of a critical
constitutional referendum and the important
elections which will follow it. "We don't think it
is a suitable time to change the government now,"
Talabani said in a press conference after talks with
Czech president Vaclav Klaus in Prague.

National Assembly sets strict terms for
constitution rejection

The Iraqi National Assembly has amended the rules
for the forthcoming referendum so that the
constitution will fail only if two-thirds of the
voters actually registered in three provinces cast
their ballots against it. The original legal
provision issued by the 2003-04 Governing Council
stated that two-thirds of the voters in three
provinces would have the power to reject
initiatives, but did not clarify whether that
included just those who were registered, or all
those who would count as eligible.

Iraqi army takes over Baghdad security

The Iraqi army's Sixth Division officially took over
responsibility for Baghdad security from
multi-national forces. Defence minister
Lieutenant-General Dahham Radhi Al-Asal, top Iraqi
Army commanders and General William Webster,
commander of the US 3rd division supervising
Baghdad, attended a ceremony to mark the change at
al-Muthanna Airport in the capital.

Iraqi president begins Europe visits

Iraqi President Jalal Talabani arrived in the Czech
Republic on October 2 for a 10-day official state
visit that will include a trip to the United
Kingdom. A source in Talabani's delegation said the
president would talk with British prime minister
Tony Blair and Czech president Vaclav Klaus about
enhancing Iraqi security, keeping multi-national
forces in Iraq and the upcoming constitutional
referendum.

Amr Musa to visit Baghdad

Arab League Secretary-General Amr Musa will visit
Iraq to discuss preparations for a national
reconciliation conference with Iraq's various
political parties and groups. Musa told reporters at
a press conference with Saudi foreign minister Amir
Saud Faisal that he would meet both government
officials and political groups during his upcoming
visit.
