A Kurdish delegation in Baghdad for
discussing Al Jafari's deeds with the Shiite
"Coalition"

A Kurdish delegation
representing the leadership of the two major parties
in Iraqi Kurdistan has arrived in Baghdad for
holding discussions with the Iraqi United Coalition
(Shiite) on the accusations on behalf of the
Kurdistani Alliance, their partner in the
government, of the Prime Minister Ibrahim Al Ja'fari
with regard to his taking decisions on a solitary
basis.
In press statements, Mullah Bekhtiar, member of the
political bureau of the Kurdistani National Union,
which is headed by JalTalabani, said, "The
delegation, which includes members of the political
bureaus of the two parties, would meet with
officials of the coalition bloc to discuss the
disputes that the Kurdistani Alliance Slate is
having against the government of Al Ja'fari, who is
a part of the Coalition Slate." Bekhtiar added,
"There are clear and fundamental disputes between us
and the Coalition. The delegation would inform the
Coalition of our opinions of what we consider as
administrative, governmental and legal mistakes
committed on behalf of the Prime Minister, Ibrahim
Al Ja'fari."
Bekhtiar pointed out, "The Kurdish delegation is
carrying mutual decisions of the two Kurdish parties
to the Coalition for discussing them." He said,
"There is clear resentment on behalf of the
Kurdistani Alliance with regard to the practices of
Al Ja'fari's government, especially Al Ja'fari,
himself, as he disavows the mutual agreements and
decisions and hinders the issues relating to the
means of normalizing conditions in Kirkuk and the
provision of necessary resources for specialized
committee to perform its duties."
According to the agreement between the Kurdish and
Shiite slates, before the creation of the
government, the conditions in Kirkuk city should be
settled and normalized one month after the creation
of the government.
On his behalf, Adnan Al Janabi, MP, believes that
what is currently happening between Jalal Talabani,
republic president, and Al Ja'fari is "not
incidental", but is attributed to 'the existence of
an unbalanced relation between the two parties."
In a statement to Al Sharq Al Awsat, Al Janabi
added, "WE believe that the governmental partnership
agreement between the Kurdistani Alliance and the
Shiite Coalition is incomplete. It is not
astonishing to witness disagreement with the Iraqia
Slate, which has led to the unbalance of the
government formation. Consequently, a similar
non-incidental conflict has occurred due to the
existence of an unbalanced relation between the two
parties. We hoped that the National Assembly would
have succeeded in creating a balanced government, so
that the agreement among its parties would be
balanced, as well. Nevertheless, it started as being
mined. Alienating the Iraqia Slate from the
formation of the government has represented a
weakness for all parties, especially Kurdistani
party. Therefore, the government with all its
institutions came as handicapped. It is natural that
this leads to an obstacle."
Al Janabi added, "The community does not have a
government at present. The government is almost
based in the green zone, as the top officials only
leave with American security forces."
Within the same context, Hameed Mousa, secretary of
the communist party and an MP, considered, "The
republic president has the right to express his
opinion on the performance of the government
institutions, especially as we are suffering from
the problem of coordination and setting more
efficient mechanisms for the work of the four
pillars of the government institutions. Therefore,
such statements, which should be taken seriously,
have emerged."
Mousa believed, "The republic president ahs the
right to submit a complaint to the National Assembly
and it is his duty to inform the people of what is
taking place, when matters reach an extent that
cannot be neglected." He added, "The National
Assembly would interfere and many MPs have expressed
their viewpoints with regard to containing the
crisis and settling disputes."
Sami Shabak, from the Kurdistani Alliance, supported
president Talabani's demand for Al Ja'fari's
resignation "due to the deteriorated security
conditions and services and for the lack of
introducing the Kurdistani Alliance and the National
Assembly to the governmental decisions and the
signed agreements with other countries." He added,
"We are partners in the government. We are supposed
to be introduced to the developments of events. For
our aquittance before the Iraqi people, we have
demanded for such resignation. The Kurdistani
Alliance has addressed two memoranda to the
Coalition. but received no response until now."
Shabak confirmed that the Kurdistani leadership
delegation would meet with Abdel Aziz Al Hakim, head
of the Coalition Bloc, for discussing this issue
today.
